The North Carolina Department of Health and Human Services, Division of Social Services, is seeking a Budget Analyst I to support the $2.2 billion division budget. You will help develop base and change budgets, interpret statutes and policies, and ensure compliance with federal and state requirements.

This role processes daily financial transactions, prepares budget revisions, and generates reports to align funding with program needs.

Qualifications

• Experience building and supporting large budgets for state programs.
• Proficient with financial systems for invoices, reimbursements, and purchase requests.
• Ability to interpret statutes, regulations, and financial policies for budgeting.
• Develop routine and specialized financial reports to support decision making.
• Collaborate with managers and the Controller to resolve financial concerns.

Responsabilités

• Assist in developing base and change budgets for assigned programs.
• Interpret statutes, the State Budget Act, and OSBM policies during budgeting.
• Prepare budget revisions for accurate funding alignment.
• Process daily financial transactions to support fund management.
• Maintain knowledge of DSS programs to provide budget guidance.
• Collaborate with division managers and staff to address financial issues.
• Develop routine and specialized financial reports for planning and oversight.
• Identify and resolve complex budget issues proactively.
• Work independently to meet deadlines.
