Job summary

The North Carolina Department of Health and Human Services, Division of Social Services, is seeking a Budget Analyst I to provide comprehensive budget and analytical support for a $2.2 billion division budget. The role analyzes statutes, fiscal policies, and ensures compliance with federal and state requirements, processing daily transactions and preparing budget revisions.

Responsibilities

Assist the Chief Division Budget Officer in developing and implementing base and change budgets for assigned programs.
Interpret statutes, the State Budget Act, and OSBM policies throughout the budgeting process.
Prepare budget revisions to ensure accurate alignment of program and fund budgets.
Process daily financial transactions including invoices, travel reimbursements, funding worksheets, conference authorizations, and purchase requests to support accurate fund management.
Maintain extensive knowledge of DSS programs to provide accurate and informed budget guidance.
Collaborate with division managers, departmental personnel, and the Office of the Controller to address financial issues and resolve concerns.
Utilize and develop routine and specialized financial reports to support financial planning and oversight.
Recognize, analyze, and resolve complex budget and financial issues proactively.
Work independently with minimal supervision to meet deadlines and maintain effective financial operations.
