BLUEHAWK, LLC is seeking a Senior HUMINT Collection Manager to lead complex collection-management activities for the DIA Directorate for Operations.

The role focuses on guiding HUMINT reporting, collection strategy, resource alignment, and performance assessment, coordinating with field elements, customers, and leadership to deliver timely, high-quality intelligence products.

Qualifications

  • Bachelor's degree or at least 12 years in all-source analytic, HUMINT collection, or related role.
  • Active TS/SCI CI Poly clearance.
  • Experience leading complex collection-management work with minimal oversight.
  • Ability to brief senior Government stakeholders.

Responsibilities

  • Lead review, quality control, publication, and release of Intelligence Information Reports and ensure compliance with policy, guidance, and reporting thresholds.
  • Oversee post-publication reviews, annual reconciliation, reporting metrics, and qualitative assessments of platform and collector performance.
  • Analyze collection posture, gaps, trends, and future operational conditions and recommend resource placement and alignment.
  • Lead development, coordination, tasking, review, and reorientation of Operating Directives, collection posture statements, integrated strategies, and collection emphasis messages.
  • Serve as a senior collection-management conduit to field elements, customers, headquarters, and supported platforms; resolve complex issues involving requirements, priorities, and reporting.
  • Support DO, Integrated Intelligence Centers, and senior leaders with data and briefings responsive to DIA leadership, OUSD I&S, Congress, and ODNI inquiries.
  • Establish and improve collection-management methodologies, processes, procedures, tools, and engagement mechanisms for customers and mission partners.
  • Coordinate analyst feedback, Source Directed Requirements, FINTEL use, evaluation data, and HUMINT tasking supporting other intelligence disciplines.
  • Brief products and recommendations at meetings, workshops, and community venues; conduct senior-level quality control and mentor other collection managers.

Overview

Qualifications
  • Bachelor's degree or at least 12 years of experience in an all-source analytic, HUMINT collection, or HUMINT collection-support role in lieu of the degree.
  • Active TS/SCI CI Poly clearance
  • Senior-level knowledge of collection platforms, HUMINT reporting systems, collection requirements, and performance assessment.
  • Demonstrated ability to lead complex collection-management work with minimal oversight and brief senior Government stakeholders.
  • Experience developing collection strategies, Operating Directives, metrics, resource recommendations, and high-impact HUMINT products.
  • Work is performed in support of DIA Directorate for Operations mission requirements and may involve classified systems and information.
  • Must comply with applicable DoD, DIA, Intelligence Community, security, records-management, and information-handling requirements.
  • Must be able to work independently in a high-tempo operational environment, manage competing priorities, and meet Government-directed timelines.
  • Must communicate clearly in English, both orally and in writing, and produce accurate, properly formatted deliverables.
  • May be required to attend Government‑approved functional training, workshops, meetings, or conferences and to perform other related duties as assigned.
Preferred Qualifications
  • Successful completion of the DIA HUMINT Collection Management Course, Intelligence Information Report Course, or related DIA or Intelligence Community training.
  • Experience supporting DIA, DO, Integrated Intelligence Centers, OUSD I&S, ODNI, or Congressional responses.
  • Experience providing quality control, process oversight, and mentorship to collection‑management personnel.
