  • Serve as a senior subject-matter expert on DoD, DIA, DO, DO service, and China Mission Group HUMINT instructions, directives, and guidance.
  • Lead coordination and deconfliction of operational activity across appropriate organizations under Government direction.
  • Oversee the prioritization, coordination, and dissemination of validated HUMINT collection requirements and the maintenance of activity metrics.
  • Assess historical reporting, gaps, priorities, and platform posture and recommend future collection capabilities and operational adjustments.
  • Lead coordination with collection managers and supported platforms to develop Operating Directives, collection strategies, and collection posture statements.
  • Provide senior review of draft IIRs, recommend edits, support compliant publication or release, and assess reporting, evaluation, and FINTEL-utilization metrics.
  • Resolve complex operational issues among headquarters, customers, field elements, and mission partners and represent the organization in working groups, conferences, and meetings.
  • Oversee operational correspondence and ensure all operational documentation is accurate, current, and compliant with DoD policy and guidance.
  • Support senior leadership with data and information responsive to DIA leadership, OUSD I&S, Congress, and ODNI inquiries.
  • Coordinate HUMINT operations enabling other intelligence disciplines; oversee G2G organizational-coordinator support, account management, and Adaptive Access Control.
  • Review products for quality, mentor team members, and communicate complex operational matters clearly to senior audiences.

BLUEHAWK, LLC is seeking a Senior Collection Operations Manager supporting HUMINT Operations for the DIA Directorate for Operations. Qualifications
  • College degree or at least 12 years of experience in a HUMINT collection or HUMINT collection-support role in lieu of the degree.
  • Active TS/SCI CI Poly clearance
  • Senior-level understanding of the collection environment, operational coordination, HUMINT requirements, and supported platform capabilities and limitations.
  • Demonstrated ability to lead complex HUMINT operations-support work with minimal oversight and advise senior Government stakeholders.
  • Experience conducting quality control, operational deconfliction, requirements coordination, reporting review, and mission-partner engagement.
  • Work is performed in support of DIA Directorate for Operations mission requirements and may involve classified systems and information.
  • Must comply with applicable DoD, DIA, Intelligence Community, security, records-management, and information-handling requirements.
  • Must be able to work independently in a high-tempo operational environment, manage competing priorities, and meet Government-directed timelines.
  • Must communicate clearly in English, both orally and in writing, and produce accurate, properly formatted deliverables.
  • May be required to attend Government-approved functional training, workshops, meetings, or conferences and to perform other related duties as assigned
Preferred Qualifications
  • Successful completion of the DIA HUMINT Desk Officer Course, DIA HUMINT Collection Management Course, Intelligence Information Report Course, or related DIA or Intelligence Community training.
  • Experience supporting DIA, DO, Integrated Intelligence Centers, OUSD I&S, ODNI, or Congressional responses.
  • Experience overseeing G2G or successor-system support, account management, and Adaptive Access Control.
