Job summary

Invictus International in Washington, DC seeks a Collection Operations Manager to lead HUMINT collection efforts, coordinate across intelligence partners, and ensure efficient use of time and resources.

Qualifications

  • Experience managing research and coordinating projects.
  • Experience instructing small groups on data requirements and coordination tasks.
  • Knowledge of DIA, NSA, CIA, DEA, FBI and DoD/state programs desired.
  • Current TS/SCI clearance with ability to obtain CI polygraph.

Responsibilities

  • Align collection operations with customer needs across the IC.
  • Evaluate efficiency of multi-INT collection against requirements.
  • Execute collection plans to generate reliable intelligence.
  • Manage large data volumes, ensure consistency, produce visualizations.
  • Develop methods to evaluate collection effectiveness and performance.
  • Provide findings, identify gaps, and recommend improvements.
  • Develop analyses identifying gaps and model future collection scenarios.
  • Produce, present programs of instruction for HUMINT collection operations.

Job description

Title: Collection Operations Manager

Location: Washington, DC

Clearance: TS/SCI, with the ability to obtain and maintain a CI polygraph

Responsibilities
  • Collaborate with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated
  • Apply intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products
  • Collaborate across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer
  • Work with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements
  • Execute collection plans and strategies to generate reliable intelligence relevant to consumer needs
  • Manage large amounts of data, ensure data consistency, produce visualizations, and develop models to report findings
  • Assist with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performance
  • Produce feedback of findings, identify collection gaps, related trends, and opportunities; assess collection options, test assumptions; produce judgments, recommendations and solutions to refine collection
  • Produce analyses identifying gaps in collections methods, and models future intelligence collection scenarios
  • Conduct, develop, produce, and present programs of instruction in specified collection operations TTPs, and related or supporting processes for various HUMINT and technical intelligence operations
Requirements
  • Bachelor's degree preferred, with twelve (12) years of experience as a HUMINT Collection Manager or another agency equivalent
  • Previous experience with HUMINT automated systems
  • Knowledge of intelligence oversight and security guidelines pertaining to HUMINT reporting
  • Excellent written communication, research, and analytic skills
  • Excellent oral and written communication skills for preparing, presenting, and communicating complex topics using available multimedia software and applications
  • Experience in managing research and coordination for projects
  • Experience in instructing and interacting with small groups on data and information requirements and coordination tasks preferred
  • Detailed knowledge of DIA, NSA, CIA, DEA, FBI, and Departments of Treasury and State programs and products highly desired
  • Specialized training from any intelligence collection and analysis school or certification or graduate of in-residence basic HUMINT Collection course a plus
  • Current active TS/SCI clearance with the ability to obtain and maintain a CI polygraph
