Job summary

Invictus International Consulting, LLC seeks a Senior HUMINT Collection Manager in Washington, DC. The role collaborates across the Intelligence Community to optimize collection operations and ensure alignment with customer requirements.

Responsibilities include leading analyses, evaluating data, developing collection plans, and delivering instruction on TTPs under DoD authorities. A TS/SCI clearance is required.

Qualifications

  • Master's degree preferred, with at least 12 years of experience as a HUMINT Collection Manager or equivalent.
  • Experience with HUMINT intelligence automated systems.
  • Knowledge of state-of-the-art intelligence analysis tools.
  • Knowledge of intelligence oversight and security guidelines pertaining to HUMINT reporting.
  • Excellent written and oral communication skills for preparing, presenting, and communicating briefings on complex topics.
  • Graduate of in-residence basic Human Intelligence Collection course such as DSDC or equivalent; specialized training preferred.
  • Current TS/SCI clearance w/ a CI polygraph.

Responsibilities

  • Collaborates with collection requirements managers, analytic elements, and consumers to ensure HUMINT collection operations have the necessary focus and guidance to maximize time and resources allocated.
  • Applies intelligence collection systems and capabilities to inform intelligence collectors and consumers of collection developments and relevancy through a range of products.
  • Collaborates across the IC to understand consumer intelligence needs and gaps to optimize developing collection operations tailored to the requirements of the customer.
  • Works with collectors and all-source analysts to evaluate the efficiency and effectiveness of multi-INT collection against requirements, and the execution of collection plans and strategies to generate reliable intelligence relevant to consumer needs.
  • Manages large amounts of data, ensures data consistency, produces visualizations, and develops models to report findings.
  • Assists with developing methods and criteria to evaluate whether collection requirements have been satisfied, using measures of effectiveness and measures of performance.
  • Produces feedback of findings, identifies collection gaps, related trends, and opportunities; assesses collection options, tests assumptions and produces judgments, recommendations, and solutions to refine collection.
  • Produces analyses identifying gaps in collections methods, and models future intelligence collection scenarios for Collection Strategists, Intelligence Planners, and Collection Enterprise Architects.
  • Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes for various human intelligence and technical intelligence operations under DoD authorities.

Requirements
  • Master's degree preferred, with at least 12 years of experience as a HUMINT Collection Manager or other agency equivalent
  • Previous experience with HUMINT intelligence automated systems
  • Knowledge of state-of-the-art intelligence analysis tools
  • Knowledge of intelligence oversight and security guidelines pertaining to HUMINT reporting
  • Excellent written and oral written communication skills for preparing, presenting, and communicating briefings etc. on complex topics using available multimedia software and applications
  • Experience in managing research and coordination for projects
  • Experience with. instructing and interacting with small groups on data and information requirements and coordination tasks a plus
  • Detailed knowledge of DIA, NSA, CIA, DEA, FBI, DOT and DOS programs and products preferred
  • Graduate of in-residence basic Human Intelligence Collection course such as DSDC or military service equivalent preferred; specialized training from any intelligence collection and analysis school or certification preferred
  • Current TS/SCI clearance w/ a CI polygraph
