Qualifications

  • Requires college degree or 8+ years HUMINT experience in lieu of degree.
  • Active TS/SCI CI Poly clearance is required.
  • Deep understanding of the collection environment and HUMINT system capabilities.

Responsibilities

  • Maintain knowledge of DoD, DIA, DO, and China Mission Group HUMINT instructions and guidance.
  • Coordinate and deconflict operational activities with Government direction.
  • Track validated HUMINT requirements and dissemination in reporting systems.
  • Review prior reporting and propose future collection capabilities.
  • Draft platform-specific directives, collection strategies, and posture statements.
  • Review IIRs, suggest edits, support publication and track metrics.
  • Serve as a conduit among HQ, customers, and field elements; participate in meetings.
  • Prepare, review, and coordinate operational correspondence; keep documentation compliant.
  • Coordinate HUMINT ops supporting other disciplines and manage access control roles.

Overview

BLUEHAWK, LLC is seeking a Mid-Level Collection Operations Manager supporting HUMINT Operations for the DIA Directorate for Operations. The manager will coordinate and document operational activity, maintain awareness of HUMINT requirements and reporting, support Operating Directives, and connect headquarters, field elements, platforms, and customers.

Responsibilities
  • Maintain working knowledge of current DoD, DIA, DO, DO service, and China Mission Group HUMINT instructions, directives, and guidance.
  • Coordinate and deconflict operational activities with appropriate organizations under Government direction.
  • Maintain awareness of validated HUMINT collection requirements and priorities; coordinate and disseminate requirements and track activity metrics in the appropriate reporting system.
  • Review prior reporting and propose future collection capabilities for assigned topics.
  • Coordinate with collection managers and supported platforms to draft platform-specific Operating Directives, collection strategies, and collection posture statements.
  • Review draft IIRs, recommend edits, support publication or release, and track reporting, evaluation, and FINTEL-utilization metrics.
  • Serve as an operational conduit among headquarters, customers, and field elements and participate in working groups, conferences, and meetings.
  • Prepare, review, edit, and coordinate operational correspondence; ensure operational documentation remains current and compliant.
  • Coordinate HUMINT operations supporting other intelligence disciplines and support the G2G organizational coordinator role, account management, and Adaptive Access Control.
  • Produce clear, concise, properly formatted written and verbal products.
Qualifications
  • College degree or at least eight years of experience in a HUMINT collection or HUMINT collection-support role in lieu of the degree.
  • Active TS/SCI CI Poly clearance (Required)
  • In-depth understanding of the collection environment and resources used to administer and support operational review activities.
  • Knowledge of DoD HUMINT system capabilities, limitations, and reporting from supported collection platforms.
  • Technical skills and experience to perform HUMINT operations-support tasks with minimal oversight.
  • Work is performed in support of DIA Directorate for Operations mission requirements and may involve classified systems and information.
  • Must comply with applicable DoD, DIA, Intelligence Community, security, records-management, and information-handling requirements.
  • Must be able to work independently in a high-tempo operational environment, manage competing priorities, and meet Government-directed timelines.
  • Must communicate clearly in English, both orally and in writing, and produce accurate, properly formatted deliverables.
  • May be required to attend Government-approved functional training, workshops, meetings, or conferences and to perform other related duties as assigned.
Preferred Qualifications
  • Successful completion of the DIA HUMINT Desk Officer Course, DIA HUMINT Collection Management Course, Intelligence Information Report Course, or related DIA or Intelligence Community training.
  • Experience with G2G or successor systems, account management, and Adaptive Access Control.
  • Experience drafting Operating Directives, reviewing IIRs, and coordinating operational deconfliction.
