THE POSITION

As a Human Services Program Representative 1 within the Bureau of Early Learning Resource Center Operations and Monitoring, you will act as a strategic consultant and collaborative liaison, ensuring that vital community resources operate at their highest potential. By joining the Division of Technical Management and Compliance team, you will empower local partners through expert guidance, fostering an environment of excellence and administrative integrity. Your work will directly impact the quality of services provided to families, making you a key architect in the future of human services.

DESCRIPTION OF WORK

As a Human Services Program Representative 1, you will play a critical role in the oversight and monitoring of grantees to ensure that Early Learning Resource Centers remain in full compliance with all state and federal requirements. This position focuses on promoting effective management practices, ensuring comprehensive service delivery, and maintaining sound fiscal oversight across all assigned programs. In this capacity, you will actively contribute to the strategic development and maintenance of policies, procedures, and internal systems.

Serving as a vital liaison, you will bridge the gap between local grantees and department headquarters, providing technical support regarding operational standards and system functionality. Your responsibilities will also include conducting monitoring of federal and state performance standards to guarantee program integrity. By offering continuous guidance and professional support, you will ensure that local partners have the necessary tools to meet high-level compliance and operational expectations, ultimately fostering a robust support system for early learning initiatives.

Travel may include the following counties: Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Fayette, Forest, Franklin, Fulton, Greene, Huntingdon, Indiana, Jefferson, Lawrence, McKean, Mercer, Potter, Somerset, Venango, Warren, Washington, and Westmoreland.

WORK SCHEDULE AND ADDITIONAL INFORMATION
  • Full‑time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday‑Friday, with a 60‑minute lunch
  • Home Headquartered: The position is home‑headquartered. To be home‑headquartered you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania.
  • Frequent travel will be required. Travel expenses will be paid.
  • Salary: In some cases, the starting salary may be non‑negotiable.
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

  • Three years of professional experience developing, implementing, or evaluating a human service program, and a bachelor’s degree; or an equivalent combination of experience and training.

  • You must reside in or be willing to relocate to the Western Region (Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Clarion, Clearfield, Crawford, Elk, Erie, Fayette, Forest, Franklin, Fulton, Greene, Huntingdon, Indiana, Jefferson, Lawrence, McKean, Mercer, Potter, Somerset, Venango, Warren, Washington, and Westmoreland) within the first 6 months of employment.
  • You must meet the Pennsylvania residency requirement. For more information on ways to meet PA residency requirements, follow the residency guidelines.
  • You must be able to perform essential job functions.
