HSD operates programs for children, adults, and families at locations throughout the city.

About This Position

The City of Phoenix Human Services Department (HSD) enhances the health, wellness, and quality of life of residents by providing a broad range of services that support emergency, short-term, and long-term needs. HSD operates programs for children, adults, and families at locations throughout the city.
Within HSD, the Community Services Program delivers essential assistance to low-income households and individuals experiencing economic hardship. The program connects residents to federal, state, and local resources that promote stability and long-term self-sufficiency through direct client engagement, community outreach, and partnerships with agencies across Phoenix.
The Human Services Center Supervisor plans, develops, and implements education and social service programs within the Community Services Program. Responsibilities include program development, funding requests, contract and grant coordination, and program evaluation. The position serves as a liaison to partner agencies, community groups, onsite service providers, and governmental entities to ensure effective and equitable service delivery.
A key component of the role is overseeing program staff who conduct community-based outreach, provide emergency financial assistance, and assist clients with comprehensive benefit navigation. The position works closely with staff to ensure they accurately identify service needs, connect residents to appropriate resources, and maintain continuity of care. This position manages a team of supervisors and guides them in leading their respective teams. The position manages the Human Services Center facility, overseeing building operations and addressing facility-related issues as they arise. The position also coordinates community events, clinics, or social service-related programming within the facility, and coordinates and oversees a center-based community council.
The program manages multiple funding streams, including the allocated center budget. The position carries significant administrative responsibility, including oversight of reporting requirements, compliance, data tracking, training requirements, documentation tied to service funding, and ensuring all audits and reporting deadlines are met with accuracy and integrity.
This position will report to the Community Services Program Human Services Program Coordinator.
This role involves working with diverse groups from various races, ethnicities, cultural backgrounds, disabilities, genders, gender identities, sexual orientations, and health statuses, including individuals affected by HIV/AIDS. It includes not only working with but also promoting causes that align with these groups. This position will require working after hours, weekends, and flexible scheduling to support community events and outreach activities. This position often involves responding to emergencies and engaging with the public to promote and deliver departmental resources at times outdoors and in various weather conditions including on-scene assessments, eligibility determinations, counseling, crisis intervention, victim assistance, and home visits related to client needs.

  • Skilled in conducting and supporting community-based outreach, with the ability to travel regularly to events and partner sites.
  • Provides clear guidance and direction to subordinate staff on program policies, procedures, and best practices.
  • Committed to providing culturally sensitive, high-quality services to diverse and vulnerable populations.
  • Strong communication and interpersonal skills for effective collaboration with clients, staff, community agencies, and governmental entities.
  • Proficient in Microsoft Office applications and electronic case management systems, including the ability to navigate and document in multiple databases.
SALARY

Pay Range: $80,121.60 - $118,352.00 annually.

Hiring Range: $80,121.60 - $112,715.20 annually.

  • Lateral transfers occur when there is no change to the last two digits of the pay grade.
  • When there is a change in the first digit of the pay grade, there may also be a change to your classification or unit.

Minimum Qualifications
  • Three years of experience in the administration of social service programs.
  • Including two years in a supervisory position.
  • Master's degree in social work or a related field.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.
  • All finalists for positions are subject to a criminal background check applicable to the department or position.
  • This position requires the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage.

Preferred Qualifications

  • Experience with/in
    • Community Action Program principles, CSBG requirements, and related compliance standards.
    • Managing team leads.
    • Utilizing and serving as a subject matter expert for multiple databases.
    • Leading staff in providing case management social service delivery.
    • Development and implementation of program policies and procedures consistent with governing rules and regulations to ensure the availability/accessibility of services consistent with the needs of the local community.
    • Building networks and collaborating to improve social service delivery.
    • Governing/advisory boards and/or commissions and working with key groups or community stakeholders.
    • Coordinating or administering grant-funded programs, including narrative and statistical reporting.
    • Conduct community-based outreach at off-site locations and partner agencies.
    • Monitoring budgets in emergency assistance or community services programs.
    • Providing crisis intervention within a case management setting.
    • Completing and reviewing case documentation for compliance.
    • Delivering culturally responsive customer service to diverse populations.
    • Facilitating and coordinating training or presentations for staff or partner organizations.
