THE POSITION

The Human Services Analyst position with the Department of Human Services (DHS) gives you the chance to shape programs that strengthen opportunities for people across Pennsylvania. You help build and guide workforce development initiatives that support individuals working toward stability and long-term success. Your ideas influence policies and services that reach communities statewide and expand access to important resources. This role allows you to make a meaningful impact while continuing to grow your professional strengths.

DESCRIPTION OF WORK

This position focuses on designing and analyzing programs that support workforce development and help improve the lives of low-income Pennsylvanians. You guide policy, support contractors, and ensure compliance with important state and federal requirements. As a Human Services Analyst, you will perform the following duties:

  • Program Planning: Develop and implement improvement plans for the Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T) program
  • Policy Development: Draft policy documents and recommend changes to align programs with state and federal regulations
  • Contract Oversight: Monitor Supplemental Nutrition Assistance Program Job Experience and Training Services ( SNAP JETS) contractors, provide guidance, and support corrective action efforts
  • Training Delivery: Create and present trainings for internal staff and external partners on SNAP E&T and Pennsylvanians with Employment and/or Engagement Requirements ( PEER)
  • Data Analysis: Collect, interpret, and report data to evaluate program performance and recommend improvements
  • Stakeholder Coordination: Collaborate with state agencies, county offices, contractors, and community organizations to support program goals

Work Schedule and Additional Information
  • Full-time employment, 37.5 hours per week
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time. You will be required to report to the office in person at least two days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
Minimum Experience and Training Requirements
  • One year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs; and a bachelor’s degree; or
  • An equivalent combination of experience and training that includes one year of professional experience developing, implementing, or evaluating human services, social services, health care services, or health care insurance programs.

Legal Requirements
  • This position will have access to Federal Tax Information (FTI) and is subject to the provisions of IRS Publication 1075 (Pub 1075) which requires you to pass an enhanced background check prior to beginning employment. Under Pub 1075, acceptance of a conditional offer of employment will require submission to and approval of satisfactory criminal history reports, including but not limited to: a fingerprint-based federal records check; a PA State Police clearance; a check of local law enforcement agencies where you have lived, worked, and/or attended school within the last five (5) years; and a citizenship/residency verification.
