The Human Resources Technician II supports the County of Kaua'i Department of Human Resources by assisting with central human resources functions, advising on applicable civil service requirements, and helping implement HR policies and procedures.
Role Overview
This position provides assistance across multiple HR program areas with delegated responsibility for phases of overall programs. The role supports compliance with personnel laws, rules, collective bargaining agreements, and executive orders, while also contributing to documentation, records maintenance, reporting, and recruitment-related workflows.
Key Responsibilities
- Assist specialists with the administration of functional program areas under delegated responsibility for phases of the overall program.
- Review HR policies and procedures, recommend improvements, and draft procedures and guidelines as assigned.
- Review requests for claims under collective bargaining agreements; advise departments and agencies on collecting cost data; summarize information for use in negotiations.
- Audit payroll certification forms for completeness, accuracy, and compliance with personnel laws, rules, collective bargaining agreements, and executive orders; advise departments and agencies on interpretation, application, and proper form completion; process the forms.
- Audit data entered into the human resources computer system for personnel action processing; post transactions and process records.
- Conduct field audits to verify departmental and agency compliance with personnel laws, rules, policies, procedures, collective bargaining agreements, and executive orders.
- Review and recommend approval of position description re-descriptions; review reallocation requests for well-defined occupations and prepare recommendations.
- Advise departments and agencies on position classification changes resulting from assignment or reassignment of duties; assist with maintenance reviews to update and amend classes of work.
- Provide information on recruitment processes, minimum qualification requirements, and required certificates or licenses; refer applicants to licensing agencies as needed.
- Advise applicants on completing application forms; screen applications of moderate difficulty for minimum qualification requirements; notify applicants regarding acceptance or rejection status.
- Assist in gathering test materials and coordinate with subject matter specialists to develop examinations for review; type, edit, and proofread examinations and related materials.
- Schedule and arrange examination sites and facilities; notify applicants of test dates; travel to administer examinations.
- Score answer sheets, convert raw test scores, notify applicants of results, establish eligible lists, prepare certifications for hiring departments, and update records of departmental hiring actions.
- Review, process, and monitor Workers' Compensation claims evaluations, including more difficult claims; confer with specialists on complex cases.
- Collaborate with specialists to prepare Workers' Compensation cases for administrative hearings before the Department of Labor and Industrial Relations; assist the Office of the County Attorney in preparing appeals for the Labor and Industrial Relations Appeals Board.
- Recommend approval or denial of treatment plans; monitor treatments for compliance with the Hawaii Workers' Compensation Medical Fee Schedule.
- Review provider bills for compliance with the Hawaii Workers' Compensation Medical Fee Schedule; recommend approval or denial of provider bills; prepare correspondence and process bills for payment.
- Determine periods of temporary disability; advise departments, agencies, and Payroll regarding Workers' Compensation payment disbursements to employees.
- Arrange for Independent Medical Examinations (IME) and disability evaluations.
- Respond to employee inquiries and provide information and assistance related to Workers' Compensation laws, rules, and procedures.
- Perform extensive record searches; extract, refine, and organize information; prepare final reports and other HR reports for budget preparation, annual reporting, and cost data.
- Set up, review, update, and maintain manual and electronic personnel files, including confidential matters.
- May supervise subordinates as assigned.
- Perform other related duties as required.
Minimum Qualifications
- A combination of education and experience substantially equivalent to graduation from high school; and four (4) years of specialized work experience.
- Work experience requiring knowledge and application of pertinent human resources rules, regulations, procedures, and program requirements.
