Job summary

The Louisiana Department of Health in Baton Rouge is seeking an HR leader to supervise classification, pay, performance management, and employee relations while partnering with managers and leadership to solve complex HR challenges.

Qualifications

  • Six years of human resources experience or an equivalent mix.
  • Three years HR experience with a bachelor's degree.
  • SHRM-CP/SHRM-SCP, PHR, or SPHR may substitute for up to one year.
  • Experience substitution: 30 semester hours = 1 year of experience, max 120 semester hours.
  • Official Civil Service guidelines govern job specifics and classifications.

Responsibilities

  • Supervises HR staff responsible for classification, pay, performance management, and related HR functions.
  • Reviews and evaluates position classification requests and recommends solutions per Civil Service rules.
  • Reviews and approves pay requests, resolves pay-related issues, coordinates requests requiring Civil Service approval.
  • Develops, implements, and maintains CPM program with Civil Service compliance.
  • Provides guidance to managers, supervisors, and employees on HR policies and workplace concerns.
  • Serves as SME on FLSA requirements and ensures policy compliance.
  • Analyzes HR data, identifies issues, sets priorities, and recommends timely solutions.

An ideal candidate should possess the following competencies:
  • Accepting Direction: The ability to be open and willing to follow guidance or instructions.
  • Communicating Effectively: The ability to convey information, ideas, and emotions using structured communication methods that promote understanding and engagement.
  • Making Accurate Judgments: The ability to assess options, weigh risks, and make sound decisions using available information and logical reasoning.
  • Six years of human resources experience; OR
  • Six years of full-time experience in any field plus three years of human resources experience; OR
  • A bachelor’s degree plus three years of human resources experience; OR
  • An advanced degree in human resources, business administration, public administration, industrial and organizational psychology, organizational behavior, or a Juris Doctorate plus two years of human resources experience.
  • EXPERIENCE SUBSTITUTION:
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
  • Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties:
  • Supervises HR staff responsible for classification, pay, performance management, and related HR functions.

  • Reviews and evaluates position classification requests and recommends solutions in accordance with Civil Service rules and LDH policies.

  • Reviews and approves pay requests, resolves pay-related issues, and coordinates requests requiring Civil Service Commission approval.

  • Develops, implements, and maintains LDH’s Continuous Performance Management (CPM) program while ensuring compliance with Civil Service requirements.

  • Provides guidance and consultation to managers, supervisors, and employees on HR policies, procedures, employee performance, and workplace concerns.

  • Serves as a subject matter expert on FLSA requirements, conducts position reviews, and ensures compliance with federal regulations and departmental policies.

  • Analyzes HR data, identifies operational issues, establishes priorities, and recommends timely solutions to support organizational goals and objectives.
