The Human Resources Representative (HCM Analyst) delivers onsite HR support as the primary point of contact for employees at the Dayton ODJFS location. The role manages personnel actions, recruitment and hiring steps, onboarding logistics, and front-line employee inquiries, while also contributing to agency-wide hiring and onboarding efforts.
Onsite HR Responsibilities
- Serve as the onsite HR contact for employees at the Dayton facility, providing guidance on HR policies, leave administration, benefits navigation, timekeeping, and HR systems.
- Compose, process, and enter personnel actions, including ePAR transactions and related documentation.
- Respond to inquiries from employees and the general public, providing early-stage assistance for workplace concerns or policy questions and referring complex matters to Labor Relations or Workforce Administration when appropriate.
- Maintain accurate human resources records, prepare related reports, and support entry of OAKS information.
Recruitment and Hiring Support
- Deploy recruitment methods to build and advertise vacancies and execute established hiring processes.
- Screen applications to determine whether minimum qualifications are met and assist supervisors with additional screening criteria when needed.
- Coordinate recruitment tasks such as compiling applicant lists and scheduling interviews or assessments, supporting onsite and virtual interview processes.
Onboarding and Employee Services
- Onboard new employees by collecting required documentation, conducting background checks, and preparing selection packages.
- Manage local onboarding logistics, including workspace and equipment readiness, badge issuance, and coordination of IT access, along with welcoming new employees.
Additional Local Engagement and Support
- Assist higher-level HCM or administrative staff on special assignments, reports, and cross-team projects.
- Support local internal engagement, culture initiatives, and communication activities.
Required Qualifications
- 24 months experience in human resources.
- Completion of an undergraduate core program in human resources, business, or public administration.
- 12 months experience as a Human Capital Management Associate (64611).
- The equivalent of the Minimum Class Qualifications for Employment noted in the posting.

Work Schedule
- Full-time
- Standard workdays are Monday through Friday.
- Hours are between 7:00 a.m. and 6:00 p.m.
Location and Travel
Onsite position at 6680 Poe Ave, Dayton, OH 45414.
- Occasional travel within the state of Ohio as needed.
Compensation and Pay Information
- Salary: USD 27 - 32 per hour.
- This position is in the State of Ohio’s E1 Pay Schedule, Pay Range 10.
- Unless required by legislation or union contract, starting salary will be the minimum salary of that pay range (step 1, currently $27.73 per hour).
- With continued employment, new hires move to the next step in the range after 6 months and annually thereafter.
- Cost of Living Adjustments increase wages in these ranges each fiscal year.
