Responsibilities

As a Human Resources Officer in the United States Attorney's Office (USAO), you will join a well-respected team that is responsible for providing a variety of human resources services to the United States Attorney's Office, District of Columbia. Typical work assignments will include, but are not limited to:

  • Planning, developing, and administering a comprehensive Human Resources (HR) Program in accordance with existing rules, regulations, policies, and procedures.
  • Providing expert, authoritative advice and consultative services to management officials within the District on all functional areas of Human Resources management.
  • Supervising Human Resources Staff. Plans work to be accomplished by subordinates, sets goals and priorities, and prepares schedules for completion of work.
  • Reviewing work in progress or upon completion to ascertain problems in accuracy, adequacy, and adherence to procedures and takes appropriate corrective action.
  • Planning, developing, and administering an effective recruitment and retention program, which includes Merit Staffing and Delegated Examining.
  • Providing guidance on position management and classification of positions.
  • Providing advice and assistance on performance management and employee relations.
  • Administering a benefits program.
  • Administering guidance on compensation and leave.
  • Initiating, coordinating, and overseeing special studies, programs, and studies and facilitating the implementation of new or revised policies and programs.

Requirements Conditions of Employment

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.
  • You must be registered for Selective Service, if applicable.
  • If selected, you may be required to complete a one year probationary period.
  • If selected, you will be subject to the satisfactory completion of a one year supervisory or managerial probationary period unless this requirement has been met previously.
  • Time-in-Grade: Federal employees must meet time-in-grade requirements within 30 days after the closing date of this announcement.
  • You must meet all qualification requirements within 30 days after the closing date of this announcement and before placement in the position.

Qualifications

GS-14: To be eligible at the GS-14 level, you must have at least ONE year of Specialized Experience at the GS-13 level in Federal Service.

Specialized experience includes performing the following types of duties: 1) planning, directing, and executing a comprehensive Human Resources program; 2) providing comprehensive human resources management advisory services to senior management staff; and 3) planning, coordinating, and integrating projects and programs requiring expert knowledge and application of Federal civilian human resources laws, regulations, and programs. Such experience must include expert knowledge of Federal civilian recruitment and placement and two other functional areas in human resources such as: a) position classification; b) performance management and recognition systems; c) compensation and leave; d) employee benefits or processing; e) records management and administration.

Career Transition Assistance Plan (CTAP)-The CTAP provides eligible surplus and displaced competitive service employees in the Department of Justice with selection priority over other candidates for competitive service vacancies.
