Job summary

Naval Air Warfare Center Training Systems Division (NAWCTSD) seeks an executive Human Resources Officer (HRD) / Human Capital Management (HCM) to serve as the principal advisor to NAWCAD leadership on civilian workforce strategy and policy. You will guide workforce readiness, organizational effectiveness, and workforce analytics across all NAWCAD locations.

• Provide strategic leadership and align the civilian workforce with NAWCAD's mission, workload, priorities, and capability requirements across all geographic locations.
• Serve as a strategic partner to senior leadership translating mission requirements into actionable workforce strategies.
• Advise leadership on workforce recruitment and retention, development, succession, talent management, demographics, organizational design, position management, and costs of civilian workforce.
• Establish and maintain a comprehensive HCM performance management and analytic framework for timely, accurate workforce intelligence.
• Provide strategic oversight of NAWCAD's civilian performance management framework.
• Lead transformation and modernization initiatives to improve speed, quality, transparency, and efficiency of human capital services.
• Directly supervise Department Heads, Office Heads, and senior staff within NAWCAD Human Capital Management and set priorities, performance expectations, resources, and accountability measures.

Position Description

You will serve as a Human Resources Officer (HRD)/ Human Capital Management (HCM) executive and principal advisor to the Naval Air Warfare Center Aircraft Division (NAWCAD) Commander, Flag Officers, SES, ST/SL/SSTM members, senior leaders, supervisors, managers, and heads of serviced tenant activities on civilian workforce strategy, human capital policy, workforce readiness, and organizational effectiveness.

Position Duties/Responsibilities

• You will provide strategic leadership and aligning the civilian workforce with NAWCAD's mission, workload, organizational priorities, and current and future capability requirements across all geographic locations.
• You will serve as a strategic partner to senior leadership in translating mission requirements into actionable workforce strategies.
• You will advise leadership on workforce recruitment and retention, workforce development, succession and talent management, workforce demographics, organizational design, position management, etc and the cost of civilian workforce.
