The Department of Administrative and Financial Services is seeking a Human Resources Manager to join our team in the General Government Service Center (GGSC).

Are you a seasoned HR professional, passionate about partnering with leaders to improve and support working conditions for a wide range of employees in a public service environment? The ideal candidate will possess excellent verbal and written communication skills, and a positive attitude. This position works closely with service center agencies, the State EEO Coordinator, multiple labor unions, and other government agencies to provide HR management across all levels. Exemplary customer service, interpersonal skills, and relationship-building are essential.

This role involves providing assistance to agencies on HR matters, including investigations, performance management, contract interpretation, dispute resolution, and more. The reputation of the General Government Service Center depends on our ability to effectively partner with agency management to achieve their goals. As a Human Resources Manager, you will apply critical thinking, creativity, positivity, and best practices to support our agencies in all HR-related issues.

Responsibilities include:

  • Providing high-level HR support to agency management, including labor relations, investigations, employee performance management, and related functions.

MINIMUM QUALIFICATIONS:

Professional level experience in human resources management is required. Preference may be given to candidates with extensive experience in HR and labor relations.

The ideal candidate will demonstrate:

  1. Ability to provide a broad range of HR support and training to managers and supervisors, with sound decision-making skills.
  2. Exceptional customer service skills and experience partnering with agencies to deliver meaningful HR services.
  3. Knowledge of bargaining unit contracts and merit system principles.
  4. Ability to work effectively in a fast-paced, team-based environment, maintaining accuracy and proficiency while managing shifting priorities.
