General Description: This is a professional position that performs complex tasks to manage the Human Resources functions of the Fire-EMS Department, including recruitment/selection, training, policy development, salary administration, payroll/timekeeping, employee relations, and management of the Volunteer Membership Program within the Fire-EMS Department.
Organization: The Human Resources Manager reports to the Assistant Chief of Administration and supervises the Human Resources Generalist position within the Fire-EMS Department.

Knowledge, Skills, and Abilities: Knowledge of the principles and practices of Human Resource administration, required. Must be able to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with employees, vendors, and the public, required. Must be able to lead and supervise. Must know how to organize and prioritize work and meet deadlines. Computer literacy, required.
Education, Experience and Training: Bachelor’s degree (related field preferred) required with at least two (2) years of progressively responsible experience in human Resource administration including supervisory experience required – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.
