Join our Fire-EMS team in a dynamic role where you’ll make a meaningful impact by supporting employees and volunteers throughout recruitment, onboarding, payroll, and ongoing personnel administration. You’ll serve as a key connection between Fire-EMS leadership, County Human Resources and volunteer organizations while helping ensure accurate records, compliance, and exceptional support for our workforce. General Description: This is a professional position that performs complex tasks to manage the Human Resources functions of the Fire-EMS Department, including recruitment/selection, training, policy development, salary administration, payroll/timekeeping, employee relations, and management of the Volunteer Membership Program within the Fire-EMS Department.

Organization: The Human Resources Manager reports to the Assistant Chief of Administration and supervises the Human Resources Generalist position within the Fire-EMS Department.

Essential Functions

  • Provides Human Resources support for the Fire-EMS Department in coordination with County Human Resources.
  • Conducts employee training sessions on human resources programs, career development and incentives.
  • Supervises Human Resources staff and completes related paperwork and performance evaluations.
  • Responsible for managing and supervising the Volunteer Membership Program within the Fire-EMS Department.
  • Responds to inquiries from employees and departments as needed.
  • Develops procedures to ensure consistent implementation of Human Resources Programs.
  • Works with vendors related to Human Resources management and testing.
  • Advises employees and departments on questions and processes related to Human Resources Programs in the Fire-EMS Department.
  • Analyzes and troubleshoots complex timekeeping issues.
  • Reconciles and balances semi-monthly timecards in collaboration with HRIS, Benefits and Payroll team and works closely with County Human Resources to ensure pay and benefits are accurately reflected in timekeeping functions.
  • Oversees the accurate completion of all payroll research and reporting for the Fire-EMS Department
  • Oversees Fire-EMS recruitment initiatives to include job postings, candidate screening, interviews and hiring process while ensuring fair, consistent, and effective hiring practices in collaboration with County Human Resources.
  • Collaborates with Fire-EMS Leadership and County Human Resources to address Human Resources related issues, manage Employee Relations activities, and support investigations and disciplinary procedures.
  • Ensure adherence to local, state and federal labor and employment laws
  • Interprets Human Resources policies to employees and the public.
  • Completes specialized projects for the Fire-EMS Department.

Knowledge, Skills, and Abilities: Knowledge of the principles and practices of Human Resource administration, required. Must be able to communicate effectively both orally and in writing. Ability to establish and maintain effective working relationships with employees, vendors, and the public, required. Must be able to lead and supervise. Must know how to organize and prioritize work and meet deadlines. Computer literacy, required.

Education, Experience and Training: Bachelor’s degree (related field preferred) required with at least two (2) years of progressively responsible experience in human Resource administration including supervisory experience required – OR – Any equivalent combination of education, experience and/or training sufficient to demonstrate the knowledge, skills and abilities is acceptable.

  • Must obtain valid Commonwealth of Virginia Driver's License within 30 days of employment to be eligible to operate a county vehicle
  • Twelve-month probationary period
  • Work schedule includes occasional nights and weekends
