The Human Resources Manager I manages key human resources functions for the Alexandria Police Department and serves as a professional advisor to command staff, managers, supervisors, and employees. The position oversees employee relations issues, leave compliance and workers’ comp programs, payroll and attendance administration, and the effective delivery of recruitment, selection, and promotional services.
This is a hands-on HR management role requiring direct involvement in complex employee matters, including FMLA, Workers’ Compensation, employee relations issues, payroll and leave administration, and other issues requiring independent judgment and detailed knowledge of applicable laws, policies, and departmental practices. The incumbent supervises Human Resources staff, addresses complex or escalated personnel matters, and helps ensure departmental HR practices comply with applicable employment laws, City regulations, collective bargaining agreements, and departmental directives. The position also coordinates with City Human Resources, Risk Management, Finance, the City Attorney’s Office, and other partners on sensitive and complex matters requiring substantial independent judgment and discretion.
The ideal candidate will be an experienced, hands-on human resources professional who can independently manage complex HR matters and provide knowledgeable guidance in a fast-paced law-enforcement environment. This position requires someone who can move comfortably between advising leadership, managing sensitive employee matters, supervising staff, and working directly with the day-to-day HR processes that support a 24-hour public-safety workforce.
Four-Year College Degree with completion of college-level courses in human resources, public or business administration; three-five years of progressively-responsible experience in Human Resources; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
