Job summary

The City of Richland is seeking a well-qualified Human Resources Manager to join our team. This role leads the day-to-day operations of the Human Resources department, establishing a high level of operational efficiency and service quality under the supervision of the Human Resources Director.

Salary range is $133,452.80 to $194,022.40 annually, with starting salaries generally falling between the minimum and midpoint of the range.

Qualifications

  • Bachelor's degree with coursework in business or public administration, human resources management, or related field
  • Five (5) or more years of increasingly responsible human resources experience
  • Two (2) years in a lead or supervisory role
  • Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.

The City of Richland is looking for a well-qualified Human Resources Manager to join our team! Pay Range $133,452.80 - $194,022.40 Annual Midpoint $163,737.60 Starting salaries generally fall between the minimum and midpoint of the range. Each offer depends on the candidate’s experience and qualifications, internal pay equity, and available budget. Salary offers are negotiated individually based on these factors.

Position Overview

Performs complex administrative work leading the day-to-day operations of the Human Resources department, establishing a high level of operational efficiency and service quality. Work is performed under the limited supervision of the Human Resources Director (“supervisor”). Continuous supervision is exercised over assigned personnel.

Selection Process

Selection will be based on overall qualifications, skills testing (if applicable), and an interview process. The final candidate selected will be subject to a comprehensive background/reference check commensurate to the position.

Minimum Qualifications
  • Bachelor's degree with coursework in business or public administration, human resources management, or related field
  • Five (5) or more years of increasingly responsible human resources experience, including
  • Two (2) years in a lead or supervisory role
  • Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.
Desirable Qualifications
  • Prior public sector human resources experience.
  • Prior experience working with labor unions.
  • Highly skilled at conducting complex employment investigations
  • In depth knowledge of leaves of absences and worker’s compensation administration.
Special Requirements
  • Valid driver’s license
