Job summary

City of Richland's Public Works Department is seeking an Environmental Compliance Technician to perform inspections, sampling, permitting, and monitoring of wastewater pretreatment and stormwater systems, while coordinating with industrial users to ensure regulatory compliance.

The role supports environmental programs and requires an AAS in a related field and at least one year of relevant experience; a valid driver's license and Flagger certification within six months of hire are required.

Department: Public Works Division: Public Works Administration & Engineering Current Pay Range $32.55- $45.57 Hourly Current Midpoint $39.06 Hourly *Please note that an update to this range is anticipated to take effect on August 10, 2026. The anticipated pay range is reflected below: Anticipated Pay Range $35.14- $49.14 Hourly Anticipated Midpoint $42.14 Hourly Starting salaries generally fall between the minimum and midpoint of the range. Each offer depends on the candidate’s experience and qualifications, internal pay equity, and available budget. Salary offers are negotiated individually based on these factors.

SUMMARY OF POSITION

This position supports the City’s environmental compliance programs by conducting inspections, sampling, permitting, and monitoring activities related to wastewater pretreatment and stormwater systems. Responsibilities include working with industrial users, ensuring compliance with State and Federal regulations, providing technical guidance, and supporting a variety of environmental protection initiatives.

SUPPLEMENTAL INFORMATION

This position is open until filled. First consideration will go to candidates who apply prior to August 19, 2026. Selection will be based on overall qualifications, skills testing (if applicable), and an interview process. The final candidate selected will be subject to a comprehensive background/reference check commensurate to the position.

MINIMUM QUALIFICATIONS

Education & Experience: Associate of Applied Science degree in wastewater treatment, biology, environmental science, chemistry, or a related field.

One (1) year of experience in stormwater treatment, wastewater treatment, wastewater collection systems, or pretreatment programs.

Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.

SPECIAL REQUIREMENTS

Valid driver’s license

Obtain Flagger Certification within six (6) months of hire and maintain for duration of employment.

DESIRABLE QUALIFICATIONS

Experience with federal and WA state environmental compliance
