The City of Richland is seeking a well-qualified Human Resources Manager to lead the HR department and drive efficient operations. This role reports to the Human Resources Director and involves overseeing staff and daily processes to ensure high standards of service.
Qualified candidates will have a bachelor's degree in business or public administration and at least five years of HR experience, including two years in a supervisory capacity. A valid driver's license is required.

Starting salaries generally fall between the minimum and midpoint of the range. Each offer depends on the candidate’s experience and qualifications, internal pay equity, and available budget. Salary offers are negotiated individually based on these factors.
Performs complex administrative work leading the day-to-day operations of the Human Resources department, establishing a high level of operational efficiency and service quality. Work is performed under the limited supervision of the Human Resources Director (“supervisor”). Continuous supervision is exercised over assigned personnel.
Selection will be based on overall qualifications, skills testing (if applicable), and an interview process. The final candidate selected will be subject to a comprehensive background/reference check commensurate to the position.
Any equivalent combination of education and experience that provides the required knowledge, skills, and abilities will be considered.
