Job description

The City of Tucson offers a career-focused Human Resources Manager role supporting designated department(s) through HR business partner services and leading HR personnel in a Shared Services satellite. This position plays a central part in strengthening employee relations, advancing talent acquisition, ensuring HR compliance, and improving HR processes, with ongoing training and development for the team.

Responsibilities
  • Provide direction and support for employee relations activities in assigned area(s), including information, interpretation, advice, training, and counseling to management and employees regarding workplace concerns and disagreements, performance management, workplace climate and culture, supervision, and union environment considerations while ensuring compliance with City, state, and Federal laws and rules.
  • Address questions and issues from employees and management related to workplace concerns, appropriate corrective and disciplinary actions, and labor agreement interpretation and implementation.
  • Coordinate or conduct investigations of alleged employee misconduct, including interviewing, and prepare or assist supervisors with required documentation.
  • Facilitate subject matter responses for employee and department questions related to Payroll and Leaves & Accessibility.
  • Serve as facilitator and mediator when appropriate.
  • Support talent management priorities to help the City hire excellent and diverse talent, partnering with department leaders, managers, and supervisors on recruitment and hiring strategies.
  • Review job duties and qualifications to develop recruitment tools, analyze trends and patterns using data and statistics, and monitor compliance with City, state, and Federal regulations.
  • Provide training to employees and supervisors on hiring processes, procedures, and legal requirements, and ensure proper collection, verification, analysis, and reporting of human resource information.
  • Direct classification and compensation activities in assigned area(s), including auditing new, vacant, and occupied positions and completing comprehensive reviews of position responsibilities.
  • Interpret and allocate positions to the appropriate classification structure using the City’s classification and compensation system, and explain audit results to employees, supervisors, and officials.
  • Support organizational reviews involving structure, salaries, and workforce capacity, and interpret rules and laws that may affect the City, including the Fair Labor Standards Act (FLSA).
  • Train managers and supervisors on classification and compensation systems and processes, assist departments with interpretation and application of laws, policies, and procedures, and act as a change agent for classification and compensation initiatives.
  • Exercise leadership for classified staff by providing guidance, training, workload management, conflict resolution, leave authorization, performance standards, and evaluations.
  • Provide interpretation, information, and advice regarding City policies and procedures, labor agreements, Arizona Revised Statutes, Civil Service, City Charter, City Code, Administrative Directives, department policies, and other rules that may impact the City.
  • Ensure adherence to internal controls and external requirements, work with HR Leadership and the City Attorney’s Office on potentially litigious issues, and review business processes to recommend optimizations and improved efficiencies.
  • Participate in cross-functional teams to resolve complex workflow and process needs, implement adaptable HR processes, and perform other duties as assigned.
Requirements

  • Any combination of relevant education and experience may be substituted on a year-for-year basis
  • A valid and unrestricted driver’s license with two (2) years of licensed driving is required
