The Human Resources Manager will be responsible for developing, implementing, and coordinating policies and programs covering the following areas: company policy and procedure relating to employment, employee relations, training, compliance with Federal and State laws, employee services, and any other HR-related areas.

DUTIES AND RESPONSIBILITIES

This list of duties and responsibilities is not all-inclusive and may be expanded to include other duties and responsibilities, as management may deem necessary from time to time.

  1. Process payroll and administer employee benefits
  2. Develop various sources of manpower for company personnel needs.
  3. Recruits, interviews, tests, and selects employees to fill vacant positions.
  4. Plans and conducts new employee orientation to foster positive attitude toward company goals.
  5. Establishes and administers the employment, placement, and transfer procedures to ensure supply of employees to meet personnel requisitions requirements.
  6. Evaluates skill requirements of internal/external applicants and selects most qualified applicants for presentation to management.
  7. Administers recruitment and job posting for internal job opportunities system.
  8. Ensures supervisors act fairly in the interviewing process.
  9. Coordinates the external marketing of job opportunities and maintains records of all advertising.
  10. Establishes and maintains satisfactory employee-management relations.
  11. Formulates and administers the company's relations policies, subject to top management guidance and approval.
  12. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  13. Represents management in administrative law actions such as unemployment hearings, EEOC audits, etc.
  14. Investigates any alleged violation of Company rules to ensure fairness and consistency.
  15. Makes recommendations and guides supervisory group on implementation of policies.
  16. Maintains records of disciplinary action.
  17. Advises management in appropriate resolution of employee relations issues.
  18. Coordinates management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment.
  19. Administers the Employee Assistance Program for employees with drugs, alcohol or marital problems.
  20. Responds to inquiries regarding policies, procedures and programs.
  21. Administers performance review program to ensure effectiveness, compliance and equity within organization.
  22. Administers salary administration program to ensure compliance and equity within organization.
  23. Conducts wage surveys within labor market to determine competitive wage rate.
  24. Prepares budget of human resources operations.
  25. Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  26. Prepares reports and recommends procedures to reduce absenteeism and turnover.
Job Requirements

a) Knowledge and Skills
• Demonstrated effective leadership and communication skills. In-depth knowledge of human resources, including employment, compensation, training employee relations and all State / Federal Labor and Employment Laws.
• Computer Skills Excel spreadsheets and Word.

c) Education and/or Experience
Five years of human resources management experience. A bachelor's degree in human resources or business and/or HRCI certification is required.

d) Communication Skills
• Must have the ability to generate written communication and be proficient in Microsoft Office applications. Ability to read and review written communication. Speech and hearing abilities that allow individual to communicate clearly and distinctly in English. ADP or other payroll experience necessary.
• Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.

e) Physical Demands
• Travel 5% of the time to all SAU sites
