A leading organization seeks a Human Resources Manager responsible for overseeing human resource functions across various divisions. The role involves managing HR daily operations, ensuring compliance with laws, and supervising staff. Candidates should have an HR degree and extensive experience in public sector management, with SPHR certification preferred.
Serves as Human Resources Manager for Administrative Services, Business Services, Environmental Services, Job and Family Services or Stillwater Center. Reports to the Human Resources Assistant and/or Associate Director. Acts as key advisor to appropriate departmental level administration and Human Resources Assistant Director, Associate Director and Director. Responsible for divisional human resource functions; requires extensive knowledge of human resources, labor relations, collective bargaining, civil service laws, county rules and procedures in order to plan and administer human resources activities related to facility. Supervises staff.
In absence of another Human Resources Manager or Human Resources Assistant Director and/or Associate Director, acts as backup. Manages all division human resource activities and daily operations of human resources office; supervises human resources office staff; plans and coordinates special human resource projects and activities; ensures divisional compliance with applicable federal, state, county statutes, policies, and procedures; determines application of civil service laws, rules and procedures; manages the grievance process; maintains on-going communication between the division and County Human Resource Department; manages investigation of disciplinary matters; provides final disciplinary decisions; ensures disciplinary actions are in conformance with contract and/or county policies and procedures; monitors and oversees department's and division's policies and procedures for conformance with civil service rules, county policies and procedures, collective bargaining contracts and any other human resource-related laws and regulations; provides information on county human resource policies and procedures to divisional department managers; participates fully in department's management planning process; establishes, implements and maintains human resource department objectives and goals; responsible for acquisition of appropriate resources and personnel; administers disciplinary action up to and including termination of employment. Participate in the departmental level budgeting process. Participate in the negotiation of any collective bargaining contract.
Relies on input from director, past experience and judgment to plan and accomplish goals; establishes and maintains good working relationship with other county divisions/departments, regulatory agencies, and other appropriate groups and individuals; travels as needed using personal vehicle to attend meetings, hearings and other job-related events throughout the area and state; participates in appropriate professional and technical associations; evaluates performance of subordinates; performs non-routine assignments to implement divisional director's instructions.

Completion of undergraduate major course work in Human Resources, business administration or related area and four (4) years of progressive experience in human resources or public sector management position. SPHR Certification preferred. Must be able to provide own transportation; OR alternative, equivalent evidence of the Minimum Class Requirements.

Must have a valid driver’s license and an acceptable driving record.
