Job summary

Partnership Health Center is seeking a Director of Human Resources to manage daily HR operations, ensure compliance with employment laws, and support supervisors and staff across all PHC departments.

The role requires a BA in HR or related field, progressive HR experience, and strong knowledge of HR best practices, engagement, and performance management. Healthcare experience and SHRM/PHR certification are preferred. This is an on-site leadership position offering comprehensive benefits.

DEFINITION

Manages the day-to-day operations of the Human Resources department and serves as a resource to employees and supervisors on human resource matters. Assists with implementation of strategic Human Resources initiatives and ensures compliance with Partnership Health Center (PHC) policies and procedures, collective bargaining agreements, and applicable local, state, and federal employment laws.

Requirements
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE: Thorough knowledge of how to evaluate and support organizational culture, staff appreciation and workplace engagement. C onsiderable knowledge of the staff and functions of all PHC departments. Considerable knowledge of the principles and practices of PHC corporate compliance and collective bargaining agreements. Thorough knowledge of principles and practices of human resources administration. Considerable knowledge of State and Federal employment and civil rights laws including: Title VII of the federal civil rights act; MT Human Rights Act, MT Wrongful Discharge Act, FLSA, ADA, ADEA, FMLA. Considerable knowledge of principles and practices of performance management and discipline; recruitment and selection. Considerable knowledge of the principles and practices of staff supervision. Working knowledge of the HRIS/payroll database and information that can be accessed through that database. Working knowledge of leave and benefits administration, and workers compensation benefits. Working knowledge of the administration of collective bargaining agreements and State and Federal labor law.

SKILLS: Skill in use of personal computer (Microsoft Office: Word, Excel, Access), social media resources and internet resources. Skill in the use of modern office technology ex: fax, scanner, tele-conferencing.

ABILITIES: Ability to analyze problems and develop solutions. Ability to gather and analyze information; prepare recommendations; and to convey information in writing in a clear and organized manner. Ability to develop and maintain cooperative working relationships and contribute to a coordinated work team effort. Ability to plan and carry out projects independently. Ability to work with a minimum of supervision and manage multiple priorities. Ability to communicate effectively in the English language, orally and in writing.

MINIMUM QUALIFICATIONS

An equivalent combination of education and experience may be considered.

EDUCATION

Bachelor’s degree required. Degrees in a field such as human resource management would be most appropriate. SHRM/PHR certification is desired.

EXPERIENCE

Requires three years of progressive work in human resource management and three years supervisory experience. Experience in employee engagement initiatives and working in a healthcare setting is desired.

SPECIAL REQUIREMENTS

Subject to passing a criminal background investigation that will require fingerprinting. Requires immunizations or proof of immunity to certain infectious diseases and a TB test. ESSENTIAL DUTIES

Supervises and coordinates the daily operations of the Human Resources department; establishes work priorities and assignments; provides leadership, training, coaching, and performance management for Human Resources staff; participates in recruiting, onboarding, scheduling, and professional development activities.

Provides guidance and consultation to supervisors regarding employee relations matters, employee engagement, performance management, documentation standards, progressive discipline, leave administration, workplace investigations, and compliance with PHC policies, collective bargaining agreements, and employment laws.

Reviews written warnings, counseling memoranda, performance improvement plans, investigation reports, and other employment-related documentation, and recommends appropriate corrective action consistent with PHC policies and established procedures.

Oversees recruitment and selection activities, including job postings, applicant screening, interview processes, and hiring procedures. Ensures recruitment practices support equal employment opportunity principles, organizational workforce goals, and effective staffing outcomes.

Coordinates and oversees onboarding processes for new employees and works collaboratively with managers and Human Resources staff to support successful employee integration, retention, and engagement.

Provides guidance and support regarding employee leave programs, reasonable accommodations, benefits administration, and personnel records management. Ensures accurate documentation and compliance with applicable laws, regulations, and organizational requirements.

Conducts and coordinates routine workplace investigations involving employee complaints, policy violations, and employee relations concerns. Prepares findings and recommendations and elevates complex, high-risk, or sensitive matters to the Human Resources Director.

Collects and analyzes information regarding position responsibilities, workforce trends, staffing needs, and market data, and prepares recommendations for review by the Human Resources Director regarding classification, compensation, recruitment, and workforce planning initiatives.

Coordinates and implements employee engagement, recognition, workplace culture, workforce development, and retention initiatives under the direction of the Human Resources Director.

Assists the Human Resources Director with the development, coordination, and delivery of training programs for supervisors and employees on Human Resources policies, procedures, and employment-related topics.

OTHER DUTIES

Performs related work as required or directed.

Serves as acting department lead in the absence of the Human Resources Director as assigned.

Works under the direction of the Human Resources Director.

SUPERVISION EXERCISED

Provides direct supervision for the PHC HR department.

WORKING RELATIONSHIPS

Has frequent contact with PHC supervisors, leadership teams and employees at all levels. Has regular contact with the employment law Attorney. Has occasional contact with job applicants and the public. Work contact is primarily to provide oversight of day-to-day operations in HR and support supervisors, employees and the HR Director.

PHYSICAL/ENVIRONMENTAL DEMANDS

The work requires little physical activity, and the employee commonly remains in an office setting. May require travel, including nights and weekends. This position is not eligible for full-time remote work.
