This true generalist role supports a dynamic, project-based workforce spanning corporate, development, construction, and property operations. The HR Manager will serve as a trusted advisor to executive leadership and managers while remaining accessible and responsive to employees in both office and field environments. The ideal candidate combines strong California employment-law expertise with practical experience in construction, real estate development, engineering, or property management. Responsibilities
HR Leadership & Business Partnership
- Partner with executive leadership to align people strategies, organizational structure, workforce planning, and HR priorities with business and project needs.
- Provide practical coaching and guidance to leaders on performance, employee relations, organizational change, and team effectiveness.
- Build and improve scalable HR processes, policies, and reporting while maintaining a responsive, service-oriented approach.
Employee Relations & Culture
- Serve as the primary point of contact for employee concerns and personnel matters, ensuring fair, timely, and consistent application of company policies.
- Lead workplace investigations, conflict resolution, corrective action, and separation processes with sound judgment, discretion, and thorough documentation.
- Develop initiatives that strengthen engagement, communication, retention, accountability, and collaboration across corporate, project, and field teams.
- Promote a respectful, high-performance culture consistent with Company's community-focused and entrepreneurial approach.
Compliance, Safety & Risk Management
- Ensure compliance with federal, California, and local employment laws, including wage-and-hour requirements, leaves of absence, reasonable accommodation, anti-harassment, and equal employment opportunity obligations.
- Maintain compliant personnel records and oversee I-9, E-Verify where applicable, required notices, training records, and HR documentation.
- Partner with operations, safety, legal counsel, insurance partners, and third-party administrators on workers’ compensation, return-to-work, OSHA-related documentation, and risk-reduction efforts.
- Monitor legal and regulatory changes affecting construction, development, property management, and California employers; recommend policy or process updates as needed.
Talent Acquisition & Workforce Planning
- Lead full-cycle recruiting for corporate and project-based roles, including development, construction, project management, estimating, finance, property operations, and administrative positions.
- Partner with hiring managers to define role requirements, sourcing strategies, interview processes, compensation parameters, and hiring decisions.
- Manage external recruiting partners and platforms, including LinkedIn Recruiting, and track recruiting effectiveness, time to fill, and quality of hire.
- Create an effective onboarding experience that introduces employees to Company's business, culture, job expectations, safety requirements, and operating practices.
Performance, Talent & Organizational Development
- Lead the performance-management cycle and coach managers on goal setting, KPIs, feedback, documentation, development planning, and accountability.
- Identify capability gaps and coordinate practical training for managers and employees, including required compliance and safety-related learning.
- Support succession planning, internal mobility, and talent reviews for critical roles as the organization grows.
Total Rewards, Payroll & HR Operations
- Oversee benefits administration, including renewals, open enrollment, employee communications, vendor relationships, and issue resolution.
- Partner closely with payroll and finance to ensure accurate, timely payroll and compliant administration of compensation, deductions, bonuses, and timekeeping.
- Provide oversight or support for construction-related payroll requirements, including prevailing wage, certified payroll, and union/non-union considerations, when applicable.
- Administer and optimize Paylocity and related HR tools; maintain data integrity and produce meaningful workforce dashboards and metrics.
- Manage HR vendors, policies, employee files, audits, and day-to-day HR service delivery.
Qualifications
- Experience: 7–10 years of progressive HR experience, including at least 3 years in an HR leadership or management role.
- Industry: Direct experience in construction, real estate development, engineering, or property management is strongly preferred. Experience supporting project-based and field workforces is highly valued.
- California Expertise: Strong, current knowledge of California employment law and practical experience applying it in a fast-paced operating environment.
- Systems: Hands-on experience with Paylocity required or strongly preferred. Familiarity with LinkedIn Recruiting and Juicebox is a plus.
- Technical: Strong HR operations, HRIS, reporting, documentation, investigation, and data-analysis skills. Ability to track and interpret metrics such as turnover, time to fill, staffing levels, and retention.
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field preferred. PHR/SPHR or SHRM-CP/SCP certification is a plus.
Ability to work primarily onsite in Chatsworth and visit active project or property locations as business needs require.
