Job summary

Royal Flush is actively seeking an experienced Human Resources Manager to provide hands-on and strategic HR leadership for a 100+ hourly, full-time workforce across Nevada, California, Oregon, and Arizona. The role emphasizes day-to-day HR operations, employee relations, compliance, and workforce administration in a high-volume environment.

You will partner with leadership to implement people initiatives, manage leave, onboarding, offboarding, and payroll processes, and maintain robust HRIS

Qualifications

  • Bachelor's degree in Human Resources, Business Administration, or related field preferred.
  • 5+ years of progressive Human Resources experience.
  • Minimum 3+ years supporting multi-state HR operations.
  • Strong experience supporting hourly workforces in operational contexts.
  • Extensive knowledge of employment laws and compliance, including California.

Responsibilities

  • Serve as primary HR contact for four-state workforce.
  • Lead investigations and guide disciplinary actions and performance management.

As we continue to grow, we are seeking an experienced Human Resources Manager to provide tactical and strategic HR support across our multi-state workforce.

Position Summary

The Human Resources Manager will serve as the primary HR leader supporting a workforce of 100+ hourly, full-time employees across Nevada, California, Oregon, and Arizona. This role is heavily focused on day-to-day HR operations, employee support, compliance, employee relations, and workforce administration. The ideal candidate is a hands-on HR professional who thrives in a high-volume environment and has extensive experience managing multi-state HR operations, particularly in California. This individual will partner closely with leadership to implement people initiatives, maintain compliance, enhance employee engagement, and support the employee lifecycle from onboarding through offboarding. This role will support a growing entrepreneurial company and offers a unique opportunity to make a significant impact. Key Responsibilities
Employee Relations & Employee Support
  • Serve as the primary HR contact for employees and managers across four states.
  • Respond to and resolve employee relations issues, workplace concerns, and supervisor inquiries.
  • Conduct investigations and provide guidance on disciplinary actions, performance management, and conflict resolution.
  • Coach managers on employee relations matters, company policies, and employment law compliance.
  • Foster a positive employee experience and promote an engaged workplace culture.
Multi-State Compliance & HR Operations
  • Ensure compliance with federal, state, and local employment laws and regulations, including California, Oregon, Nevada, and Arizona requirements.
  • Maintain and update employee records, HR documentation, and personnel files.
  • Manage leave administration, accommodations, and employee status changes.
  • Monitor compliance requirements related to wage and hour regulations, paid leave programs, employee classifications, and workplace postings.
  • Partner with leadership to identify and mitigate employment-related risks.
Talent Acquisition, Onboarding & Offboarding
  • Manage and continuously improve onboarding and offboarding processes.
  • Coordinate new hire orientation and ensure completion of all required documentation.
  • Support recruiting efforts as needed for hourly and office-based positions.
  • Conduct exit interviews and analyze trends to improve retention.
  • Maintain onboarding workflows and documentation standards.
Payroll Administration
  • Oversee and manage the end-to-end payroll process, ensuring accurate and timely payroll processing for all employees in compliance with federal, state, and local regulations.
  • Maintain payroll records, employee compensation data, deductions, benefits, and tax information while ensuring confidentiality and data integrity.
  • Partner with Finance and external payroll providers to reconcile payroll reports, resolve discrepancies, and support audits and reporting requirements.
  • Monitor and ensure compliance with wage and hour laws, payroll tax regulations, and company policies, while continuously improving payroll processes and controls.
Benefits & Retirement Administration
  • Administer employee benefit programs, including medical, dental, vision, life insurance, and ancillary offerings.
  • Manage annual open enrollment processes and employee education efforts.
  • Serve as the primary point of contact for employee benefit questions and vendor coordination.
  • Administer and support the company’s 401(k) program.
  • Reconcile benefit enrollments and ensure accurate HRIS records.
HR Systems & Reporting
  • Serve as the HRIS administrator with strong preference for UKG experience.
  • Maintain employee data integrity and reporting accuracy.
  • Develop and analyze HR metrics related to turnover, retention, headcount, onboarding, and employee engagement.
  • Create and maintain HR processes that improve efficiency and scalability.
Employee Engagement & Culture
  • Develop and manage employee engagement initiatives.
  • Design and administer employee engagement surveys and analyze results.
  • Create and oversee rewards and recognition programs.
  • Implement formal employee feedback programs and processes.
  • Recommend initiatives that improve morale, retention, and employee experience.
  • Review, update, and maintain employee handbooks and company policies.
  • Ensure policies remain compliant with changing employment laws across all operating states.
  • Create, update, and manage company job descriptions.
  • Develop standard operating procedures and HR documentation.
  • Support organizational growth through scalable HR programs and practices.
Leadership Partnership
  • Partner with managers and company leadership to support workforce planning and organizational initiatives.
  • Provide practical HR guidance to support business objectives.
  • Assist with change management and implementation of new people programs.
  • Act as a trusted advisor to leadership on employee-related matters.
Required Qualifications
  • Bachelor's degree in Human Resources, Business Administration, or related field preferred.
  • 5+ years of progressive Human Resources experience.
  • Minimum 3+ years supporting multi-state HR operations.
  • Strong experience supporting hourly workforces in operational, service, construction, transportation, logistics, or similar industries.
  • Extensive knowledge of employment laws and compliance requirements, including California labor laws.
  • Experience managing employee relations investigations and performance management processes.
  • Demonstrated experience administering benefits and 401(k) plans.
  • Hands-on HRIS experience; UKG experience strongly preferred.
  • Experience developing and maintaining employee handbooks, policies, and job descriptions.
  • Strong organizational skills with the ability to manage multiple priorities in a fast-paced environment.
  • Excellent written and verbal communication skills.
  • Proven ability to build trust and strong working relationships across all levels of the organization.
Preferred Qualifications
  • Experience supporting geographically dispersed workforces.
  • Experience building employee engagement, recognition, and feedback programs.
  • Background in service, construction, manufacturing, field operations, or transportation environments.
  • Located in CA, NV, AZ or OR
