Travel: 50% travel required to other office locations in U.S.

Position Overview

Motive Workforce is partnering with an established organization to identify an experienced Human Resources Manager to lead and support its HR function. This position may be based out of the company's location in Kent, Washington; Rialto, California; Phoenix, Arizona; or Richardson, Texas.

This position combines strategic HR leadership with hands-on operational responsibility. The HR Manager will oversee key areas including employee relations, performance management, compliance, benefits, HR systems and records, recruiting, training, and the development of HR processes and policies.

The ideal candidate is an experienced HR leader who is comfortable advising senior leadership while remaining actively involved in day-to-day employee matters. This individual will also provide leadership to HR team members and help ensure consistent, compliant, and effective HR practices throughout the organization

Key Responsibilities
HR Leadership & Strategy
  • Lead day-to-day HR operations while aligning HR initiatives with broader business and workforce objectives.
  • Develop, implement, and continuously improve HR policies, procedures, and internal processes.
  • Partner with company leadership on workforce planning, organizational changes, staffing needs, and employee-related initiatives.
  • Serve as a trusted HR advisor to managers and leadership on employee matters and HR best practices.
  • Identify opportunities to strengthen HR operations, consistency, efficiency, and employee support.
Employee Relations & Performance Management
  • Manage employee relations matters, including workplace investigations, corrective actions, disciplinary processes, conflict resolution, and terminations.
  • Guide managers through employee performance concerns, documentation, coaching, and development plans.
  • Ensure employee matters are handled consistently, professionally, and in accordance with applicable employment laws and company policies.
  • Advise leadership on workplace expectations, policy interpretation, accountability, and employee concerns.
  • Support a positive employee experience through responsive communication and effective issue resolution.
Compliance & Policy Administration
  • Maintain compliance with applicable federal, state, and local employment laws and regulations.
  • Review and update HR policies, procedures, handbook materials, and related documentation.
  • Maintain appropriate documentation and records related to employee relations, investigations, disciplinary actions, and other HR matters.
  • Support HR audits, compliance reviews, reporting, and record-retention requirements.
  • Monitor changes in employment law and HR regulations and recommend updates to policies and practices when necessary.
  • Handle sensitive employee information with a high level of confidentiality and discretion.
  • Provide leadership and oversight for recruiting, hiring, onboarding, and employee training activities.
  • Ensure recruiting processes and candidate communication are consistent, professional, and compliant.
  • Partner with department leaders to understand current and future staffing needs.
  • Oversee training coordination, scheduling, documentation, and completion tracking.
  • Evaluate recruiting and training processes and identify opportunities to improve effectiveness and consistency.
Benefits, HRIS & Employee Records
  • Support employees with benefits enrollment, changes, questions, and issue resolution.
  • Oversee HRIS accuracy and ensure employee information is maintained appropriately.
  • Maintain accurate and confidential personnel records, employee files, status changes, and HR documentation.
  • Ensure employee records meet applicable company, legal, and retention requirements.
  • Identify opportunities to improve HR systems, workflows, reporting, and administrative processes.
  • Provide coaching, direction, feedback, and performance management to HR team members.
  • Establish clear priorities, responsibilities, and expectations within the HR function.
  • Support the professional development and growth of HR staff.
  • Evaluate HR staffing and resource needs as the organization evolves.
  • Support succession planning and employee development initiatives.
Qualifications
  • Progressive Human Resources experience with a strong background in employee relations, compliance, and performance management.
  • Previous experience overseeing or supporting recruiting and talent acquisition functions.
  • 3+ years of supervisory or HR leadership experience.
  • Hands‑on experience managing employee relations matters, investigations, corrective actions, and disciplinary processes.
  • Strong understanding of federal and state employment laws and HR best practices.
  • Experience working with HRIS platforms, personnel records, and confidential employee information.
  • Ability to effectively advise and partner with managers and senior leadership.
  • Strong written and verbal communication skills.
  • Excellent judgment, discretion, organization, and follow-through.
  • SHRM certification or comparable HR certification preferred.
Preferred Experience
  • Experience overseeing employee training and development programs.
  • Experience supporting HR operations across multiple locations or jurisdictions.
  • Experience working within a larger organizational structure where HR policies and practices require coordination across multiple business units or leadership groups.
  • Experience improving or implementing HR policies, processes, systems, and procedures.

This position primarily operates in a professional office environment with occasional travel to other company locations as business needs require. The role requires frequent computer and keyboard use and regular communication with employees, managers, and company leadership.
