Ultimate Staffing has partnered with a fast-growing EMS company located in Fremont, CA, that is seeking a dynamic Human Resources Manager to help guide the organization through its next phase of growth. Position Summary

We are seeking an experienced and strategic Manager, Human Resources to lead HR operations and support business objectives at our Fremont, California manufacturing facility. This role will serve as a trusted advisor to leadership while driving key HR initiatives, including employee relations, talent acquisition, performance management, compliance, employee engagement, workforce planning, and organizational development.

The ideal candidate will possess strong knowledge of California employment law, experience supporting manufacturing or high-tech environments, and a passion for creating a positive and high-performing workplace culture.

Key Responsibilities
Employee Relations & HR Business Partnership
  • Partner with managers and leaders to provide guidance on employee relations, performance management, coaching, and workplace concerns.
  • Conduct investigations related to employee complaints, policy violations, and workplace issues.
  • Recommend and implement corrective actions while ensuring consistency and legal compliance.
  • Foster a positive, inclusive, and high-performance work environment.
Talent Acquisition & Workforce Planning
  • Collaborate with hiring managers to develop recruiting strategies for exempt and non-exempt positions.
  • Support workforce planning initiatives aligned with business growth and operational goals.
  • Partner with Talent Acquisition to improve hiring effectiveness, onboarding, and retention.
Performance Management & Development
  • Lead annual performance review processes and talent assessment initiatives.
  • Support leadership development, succession planning, and employee growth opportunities.
  • Coach managers on performance improvement plans and employee development strategies.
Compliance & Risk Management
  • Ensure compliance with federal, state, and local employment laws, including California labor regulations.
  • Maintain up-to-date HR policies, procedures, and employee handbook practices.
  • Support audits and reporting requirements related to employment practices.
  • Partner with legal counsel and leadership on sensitive HR matters as needed.
Compensation, Benefits & Employee Engagement
  • Support compensation planning, market benchmarking, and merit review processes.
  • Collaborate with benefits providers and employees regarding benefit programs.
  • Develop and implement employee recognition, engagement, and retention initiatives.
  • Analyze turnover, engagement, and workforce metrics to recommend improvements.
HR Operations & Leadership
  • Manage day-to-day HR operations and HR team activities.
  • Develop and monitor HR metrics and dashboards.
  • Ensure accurate employee records and HRIS data management.
  • Partner with site leadership to drive organizational effectiveness and business performance.
Qualifications
Required
  • Bachelor's degree in Human Resources, Business Administration, or related field.
  • 7+ years of progressive Human Resources experience.
  • 3+ years of HR leadership or management experience.
  • Strong knowledge of California employment laws and HR best practices.
  • Experience supporting manufacturing, electronics, technology, or industrial environments.
  • Excellent communication, conflict resolution, and relationship-building skills.
  • Strong analytical and problem-solving capabilities.
  • Proficiency in Microsoft Office Suite and HRIS systems.
Preferred
  • PHR, SPHR, SHRM-CP, or SHRM-SCP certification.
  • Experience supporting a high-volume manufacturing or EMS environment.
  • Knowledge of wage and hour compliance, safety practices, and workforce planning.
  • Experience with multi-shift operations and hourly employee populations.

Compensation

Expected Salary Range: $120,000 - $160,000 annually, depending on experience, qualifications, and internal equity.
