Human Resources Manager – Butler Metropolitan Housing Authority, Cincinnati, OH
Oversee day-to-day operations of the Human Resources function for BMHA. Ensure compliance with federal, state, and local employment laws; support organizational goals through effective HR practices; administer policies and programs related to recruitment, employee relations, labor relations, compensation, benefits, and performance management. Support employees covered under collective bargaining agreements.
Work schedule: Monday-Thursday; 10‑hour days.
Responsibilities
- Manage daily HR functions including recruitment, onboarding, employee records, and offboarding.
- Develop, implement, and maintain HR policies and procedures in compliance with applicable laws and HUD regulations.
- Maintain HRIS and personnel records in accordance with record‑retention requirements.
- Oversee benefits administration including health, retirement, leave programs, and wellness initiatives.
- Serve as trusted advisor to management and staff on HR‑related issues.
- Investigate employee complaints, grievances, and workplace concerns; recommend appropriate resolutions.
- Promote a positive workplace culture aligned with BMHA mission and values.
- Administer and interpret collective bargaining agreements (CBAs).
- Serve as management representative in grievance processes, disciplinary actions, and labor meetings.
- Support contract negotiations and assist leadership with labor strategy.
- Ensure compliance with union contract provisions.
- Lead recruitment efforts, including job postings, candidate screening, interviewing, and selection.
- Develop strategies to attract and retain a diverse workforce.
- Coordinate onboarding and orientation programs for new employees.
- Oversee performance evaluation processes and support supervisors in managing employee performance.
- Identify training needs and coordinate professional development programs.
- Support leadership development and succession planning.
- Ensure compliance with employment laws (FLSA, FMLA, ADA, EEO, OSHA).
- Maintain and update employee handbook and HR policies.
- Prepare and submit required reports (PERRP logs, etc.).
- Support audits and ensure readiness for HUD or regulatory reviews.
- Administer compensation programs, salary structures, and job classifications.
- Conduct market analysis to ensure competitive and equitable pay practices.
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or related field.
- Minimum 5 years progressive HR experience, including supervisory responsibilities.
- Experience in a unionized environment strongly preferred.
- Experience in a public sector or housing authority environment preferred.
- Valid driver’s license; evidence of vehicle insurance with adequate liability protection.
- Ability to obtain SHRM or PSHRA certification within two years if not already certified.
- Proficiency with Microsoft Office Suite and knowledge of ADP TotalSource.
- Demonstrated knowledge of standard HR concepts, practices, and procedures.
- Strong interpersonal skills to work with all levels of management and employees.
- High initiative, effort, and commitment to complete assignments accurately.
- Organized, detail‑oriented, and able to multi‑task.
- Effective independently and as part of a team.
- Problem‑solving, decision‑making, and issue identification skills.
- Current knowledge of HR laws.
Working Conditions
- Standard office environment; periodic travel to BMHA properties and training locations.
- Occasional evening or weekend hours for staff or resident events.
- Ability to sit for extended periods and use standard office equipment.
Physical Requirements
- Walk, stand, climb stairs, and travel to other BMHA locations.
- Lift, carry, or move objects up to 15 pounds in an office environment.
- Visual and auditory capacity to perform inspections, read reports, and communicate effectively.
