We are looking for an experienced HR Manager to join our team in Bellevue, Washington.
This role will oversee the full spectrum of HR operations for our U.S. team while serving as a key HR liaison between our U.S. organization and overseas teams across APAC and other global regions.
The ideal candidate is an experienced HR professional with strong U.S. HR knowledge, excellent cross-cultural communication skills, and hands-on experience working with international or geographically distributed teams.
Key Responsibilities
Global & Cross-Border HR
- Act as the key HR point of contact between the U.S. team and overseas/APAC teams.
- Coordinate HR initiatives, policy updates, talent reviews, employee support, and HR projects across different time zones.
- Partner with global HR teams to implement HR systems, performance management, talent development, and employee engagement programs.
- Adapt global HR policies and practices to comply with U.S. federal and Washington State employment requirements.
- Support cross-border recruitment, international employee mobility, transfers, expatriate assignments, and cross-cultural team integration.
- Handle cross-border employee relations matters and help ensure a consistent employee experience across regions.
- Prepare HR reports and analysis on regional HR operations, risks, and improvement opportunities.
U.S. HR Operations & Compliance
- Manage the full employee lifecycle, including recruitment, onboarding, performance management, compensation and benefits, employee retention, and offboarding.
- Ensure compliance with applicable U.S. federal and Washington State employment laws and regulations.
- Coordinate payroll, benefits, workers' compensation, leave and attendance administration.
- Maintain accurate employee records and HRIS data.
Talent & Employee Relations
- Develop local talent pipelines and support talent planning and retention initiatives.
- Partner with managers on employee development, performance management, and team-building.
- Handle employee relations matters, workplace concerns, and conflict resolution.
- Promote a positive, inclusive, and collaborative workplace environment.
HR Projects & Process Improvement
- Participate in global HR transformation and regional HR optimization projects.
- Improve local HR processes and operational efficiency.
- Provide HR solutions to support organizational growth, restructuring, and cross-border business expansion.
Requirements
- Bachelor's degree or above in Human Resources, Business Administration, Organizational Psychology, or a related field, SHRM-CP, SHRM-SCP, SPHR, or other relevant HR certification.
- 3+ years of HR Manager or equivalent HR management experience.
- Proven experience in multinational, cross-border, or global HR operations.
- Experience supporting APAC or geographically distributed teams is highly preferred.
- Strong knowledge of U.S. federal and Washington State employment laws and regulations.
- Hands-on experience across core HR functions, including employee relations, compensation & benefits, performance management, recruitment, and HR operations.
- Experience working across different time zones and cultures.
- Fluent in English, with the ability to conduct business discussions, meetings, and formal HR communications in both languages.
- Proficiency in HRIS and Microsoft Excel, including HR data analysis and reporting.
- Strong communication, stakeholder management, problem-solving, and decision-making skills.
- Ability to independently manage complex HR matters in a fast-paced, international environment.
Preferred Qualifications
- Experience in the technology, consulting, or professional services industry.
- Experience with international employee mobility or expatriate management.
- Experience implementing or optimizing global HR systems and processes.
- Fluent in Mandarin, with the ability to conduct business discussions, meetings, and formal HR communications in Mandarin.
