Collin County is seeking candidates to fill the position of Human Resources Generalist – Compensation. A Human Resources Compensation Generalist is responsible for, but not limited to, performing and evaluating analysis on compensation and classification needs. Conducting job observations and creating job descriptions and postings. Work is performed under the direction of the Human Resources Compensation Manager.
Primary Functions
- Conducting job observations, reviewing position questionnaires, and performing position analysis to ensure internal alignment with descriptions and levels.
- Composing, revising, and maintaining job descriptions, job postings, and prequalification questionnaires to ensure accuracy, consistency, and compliance.
- Recommending necessary changes to job descriptions and postings to capture essential duties, physical demands, equipment usage, and minimum requirements.
- Researching, compiling, and analyzing compensation data to support the selection of title, job classification, salary grade, and requirements based on internal and external market data to maintain countywide consistency and equity.
- Ensuring compliance with regulatory federal and state laws and County directives, such as the Fair Labor Standards Act (FLSA).
- Reviewing grants to recommend the appropriate position, salary, and corresponding benefits and calculating required salary and fringe cost. Serving as the Human Resources representative on the Grant Review Committee.
- Evaluating position requests, processing ad hoc position changes, reclassifications, and position creations based on grants, Commissioners Court agenda items, or Board decisions.
- Assisting with the annual county budget preparation through reviewing compensation requests, conducting compensation analysis, and providing recommendations. Gathering and preparing budget metrics.
- Conducting and participating in a large number of benchmarking salary studies and obtaining survey data from various survey sources used in conducting position matching.
- Creating, auditing, and reviewing Commissioners Court agendas for personnel appointments and changes.
- Preparing reports, presentations, data, and charts.
- Working in collaboration with other County offices and departments.
- Assisting with weekly, monthly, and annual compensation functions and duties, as needed.
- Serving as a backup to other Human Resource Generalists, when necessary.
- Performing other duties as assigned.
Minimum Qualifications
- Must possess the knowledge necessary to understand basic operational, technical, or office processes.
- Must have a bachelor’s degree from an accredited college with a broad knowledge in the field of Human Resources.
- Must possess and maintain a valid Texas Drivers License with an acceptable driving record.
- Position requires a working knowledge of state and federal laws and regulations related to Human Resources, excellent writing skills, attention to detail, proficiency in both written and verbal communication, ability to think critically, exceptional time management, and proficiency in the use of the Internet, Microsoft Excel, Word, and PowerPoint.
- Candidates must also be able to calculate and interpret mathematical formulas such as percentages, ratios, statistical averages, and medians.
- PeopleSoft experience is desired.
