Job summary

Cape Fear Public Utility Authority is seeking a Human Resource Generalist to manage the full employment life cycle, including applicant tracking, onboarding, employee maintenance, and records. The role oversees orientation, benefits enrollment, and employee inquiries while supporting HR projects and events.

Responsibilities include processing purchases, maintaining badge access, and exercising limited purchasing authority.

Qualifications

  • Bachelor's degree in humanresources, management, business administration or any related course study.
  • Associate’s degree in human resources, management, business administration or any related course study and One (1) year of operational human resources experience in lieu of bachelor's acceptable.
  • Six (6) months of work experience in Human Resources or related field required.
  • PSHRA/SHRM/PHR certifications are preferred.

  • Manages the applicant tracking system to include personnel requisitions, job postings and screening of applicants.
  • Assists in representing the organization in recruitment and other community events.
  • Oversees new employee orientation including scheduling, room preparation, participation in presentations, and benefits enrollment.
  • Handles human resources related inquiries from applicants, employees, and leaders, referring complex and/or sensitive matters to Human Resources leadership.
  • Maintains employee records, ensuring completion and accuracy of details.
  • Plans and organizes events such as retirement celebrations, Service Awards Banquet, etc.
  • Supports the Human Resources team in projects, strategic initiatives and other activities as needed.
  • Performs administrative tasks including processing purchase orders, requisitions, supplies, etc.
  • Creates and maintains badge system. Updates badge access as needed.
  • Exercises purchasing authority up to $1,000 without approval from supervisor.
  • Performs other related job duties as assigned.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.

Job description

The Human Resource Generalist performs daily operations of the Human Resource department including talent acquisition, compensation, benefits, leave and HR policies and procedures. This position manages all administrative functions for the department. This position is assigned to pay grade G18.

  • Manages the human capital system for the entire employment life cycle to include applicant tracking, onboarding, employee maintenance, benefits, offboarding and employee records.
  • Manages the applicant tracking system to include personnel requisitions, job postings and screening of applicants. May extend conditional offers of employment with oversight of the Human Resources Manager.
  • Assists in representing the organization in recruitment and other community events.
  • Oversees new employee orientation including scheduling, room preparation, participation in presentations, and benefits enrollment.
  • Handles human resources related inquiries from applicants, employees, and leaders, referring complex and/or sensitive matters to Human Resources leadership.
