Job summary

The Isaac School District is seeking a Human Resources Director to oversee personnel services for certificated, classified, substitute and management staff. You will assist in implementing the Arizona Educator Evaluation framework and support district leadership to improve student achievement through strong human capital management.

Requires a Master’s degree and Arizona teaching certificate, with experience in recruitment, retention, data analytics and staff development.

Qualifications

Responsibilities

  • Provides support to administrators, managers and supervisors on employee discipline and employment for policy consistency.
  • Audits departments/school sites to ensure HR practices align with district procedures and regulations.
  • Supports certification processes to ensure staff are properly certified per state and federal requirements.
  • Manages employee background and fingerprint processes for compliance.
  • Assists in recruitment processes and orientation for compliant hiring.
  • Manages day-to-day HR operations for efficiency.
  • Handles health/accommodation requests and HR systems to ensure timely service.
  • Oversees recruitment, selection and hiring processes to fill openings with qualified staff.
  • Advises on policies and procedures to meet district goals.
  • Produces employee handbooks and communications for timely updates.
  • Implements evaluation instruments for educator effectiveness.
  • Develops, plans and evaluates HR procedures and policies.
  • Collaborates with district leadership to recruit qualified candidates.
  • Supports ME reproductive frameworks and Prop 301 related plans.
  • Uses evaluation data to drive professional development.
  • Performs other duties as assigned.

This position assists the Executive Director of Human Relations Officer with planning, organizing, implementing, directing and administering personnel services for certificated, classified, substitute personnel and management employees. The Director will assist in identifying and implementing the mandated Arizona Framework for evaluating educators and will be charged with assisting in increasing student achievement by supporting district leadership. The Director will assist in identifying strategies to increase retention and recruitment of high-caliber employees. In addition, the Director will support the district's human capital by assisting in providing a premier New Teacher Orientation program and provide ongoing professional growth opportunities. QUALIFICATIONS
  • Master's Degree from an accredited college or university and a valid Arizona teaching certificate.
  • Five years teaching experience.
  • Experience with diverse student populations.
  • Experience with the Arizona Framework for evaluating educators (preferred).

  • Experience using technology and data tools (preferred).

RESPONSIBILITIES
  • Provides support to administrators, managers and supervisors on issues related to employee discipline and employment for the purpose of ensuring consistent application of policy.
  • Assists in audit of departments/school sites for the purpose of ensuring human resources practices are implemented as directed by District procedure, policy and/or state/federal regulation.
  • Supports certification processes (e.g. notice employees with certification changes/expiration dates/compliance with ESSA/Highly Qualified) for the purpose of ensuring certificated staff are properly certified per state and federal regulation.
  • Assists in directing employee background and fingerprint process for the purpose of ensuring District is in compliance with applicable state regulation.
  • Assists in recruitment functions (e.g. development of application, policies, procedures, training, supervisor orientations) for the purpose of ensuring that selection procedures comply with applicable federal and state regulation.
  • Manages day-to-day operations of Human Resources area (e.g. administers methods, systems and procedures) for the purpose of maximizing efficiency.
  • Assists in managing employee health/accommodation requests for the purpose of ensuring a healthy work force is available to the District. Includes multiple Human Resources database systems (e.g. iVision, Absence Management, Time & Attendance) for the purpose of ensuring systems are functioning, providing accurate/timely information, and performing the intended service.
  • Oversees a wide variety of personnel processes (e.g. recruitment, selection, hiring, etc.) for the purpose of filling openings with qualified personnel and ensuring compliance with district, state and/or federal requirements.
  • Assists in recommendations of policies, procedures and/or actions for the purpose of providing direction for meeting the district's goals and objectives.
  • Assists in production of employee handbooks, newsletter, mailings for the purpose of ensuring accurate, timely communication on personnel related topics occurs on an on-going basis.
  • Assists in implementation of an evaluation instrument for evaluating educators for instructional improvement.
  • Assists in developing, planning and evaluating HR procedures and policies for the purpose of ensuring department is operating effectively and efficiently.
  • Works collaboratively with district leadership (including the Director of Communications) in recruiting highly qualified candidates to the district.
  • Supports in implementing the Arizona Framework for Measuring Educator Effectiveness with all legal requirements of ARS § 15-203 (A)(38).
  • Supports in implementing and working with stakeholders on communications.
  • Supports in implementing and working with stakeholders on improvement plans.
  • Assist in using the evaluation process and achievement data to drive professional development to enhance teaching, leadership, and student performance.
  • Supports the implementation and monitoring of Proposition 301 plans in the area of performance.
  • Perform other duties as assigned
