SAFETY/SECURITY SENSITIVE DESIGNATION: Under Review by the Office of the City Attorney
JOB OBJECTIVE: To support the Employment Services Division by analyzing, improving, and streamlining Departmental processes, systems, and data management; focuses on optimizing the use of the City’s Enterprise Resource System (ERP) and Applicant Tracking System (ATS) to ensure these systems are fully utilized and operate efficiently; gathers and interprets Human Resources metrics to support data-driven decision-making; ensures activities are in compliance with all applicable policies and procedures contributing to the development and implementation of Departmental strategies, and enhancing areas to include recruitment, employee performance, and organizational development; provides support to pre-employment and onboarding processes and oversees tasks from initial application through new hire orientation; reviews candidate applications, resumes and supplemental materials to assess minimum qualifications; coordinates pre-employment screenings such as background checks, medical examinations, drug and alcohol testing, and psychological assessments.
Essential Functions
- Serves as Departmental liaison relative to applicant tracking system issues; assists personnel with software and hardware problems; troubleshoots software and computer hardware problems or issues and resolves errors or contacts Human Resources information system or appropriate vendor for appropriate resolution.
- Prepares various narrative and statistical reports utilizing the applicant tracking system to collect and analyze recruitment data; generates reports, reviews dashboards on recruitment metrics, integrates data with other Human Resources metrics for comprehensive analysis; submits recommendations to appropriate personnel.
- Provides the highest level of confidentiality relating to organizational, applicant, employee, and testing information one may be exposed to in the performance of essential job functions.
- Conducts research in consultation with the Department of Information Technology to determine system capabilities and functionality to process new hire documents, requisition approvals, and various notifications throughout the applicant tracking system recruitment process and inputs into the Enterprise Resource Planning (ERP) System to streamline processes; ensures onboarding solutions sync with the ERP system for efficient management of new hire documentation and training schedules.
- Reviews candidate applications, resumes, and supplemental questions to evaluate applicant qualifications to ensure candidates meet the minimum qualifications in compliance with applicable guidelines, policies, and procedures; to facilitate the pre-employment and on-boarding processes from initial application to new hire orientation/onboarding activities; to schedule pre-employment screenings to include backgrounds, medicals, drug/alcohol, and psychological tests and conducts new employee orientation; to ensure maximum utilization and efficiency of the applicant tracking system (ATS), for both applicants and Human Resources staff.
- Receives and approves requisitions for vacant positions, verifies position availability in respective departmental budget, utilizing the Human Resources Information System (HRIS); consults with hiring authorities to determine recruitment plans and testing requirements for assigned position vacancies; creates job postings and supplemental questions in consultation with respective department hiring authority for advertisement of positions; provides guidance to hiring authorities regarding recruiting, screening, and interviewing; reviews requests from hiring authorities to re-advertise recruitment processes in compliance with all applicable guidelines, policies, and procedures.
- Loads new job descriptions and deletes inactive job descriptions for part-time class specifications and maintains applicable data in the applicant tracking system.
- Creates a list of current vacancies to inform the public and city employees of career opportunities available within the City of Little Rock and contracted organization (LRCVB) and disseminates information via email, brochures, flyers, media announcements, promotion/public information material; posts job opportunities on various social media platforms including Facebook, X (formerly Twitter), Instagram, and YouTube etc.
- Answers questions and provides information to applicants relative to the online application process, test scores, referral processes, and other applicable policies and procedures; notifies applicants of test results and application status and maintains communication throughout the application process to ensure seamless access.
- Coordinates and attends career fairs and provides general application process and testing information and other recruitment opportunities to include identification and scheduling of recruitment events and submits to appropriate staff for approval, compiles information and orders promotional materials.
- Conducts research to stay abreast of trends and changes in laws and regulations relative to Employment Services policies and procedures to increase efficiency of Division activities and operations
- Establishes and maintains hard copy and computerized imaging systems for storing and retrieving personnel documents, ensuring the accuracy and quality of records.
- Operates a computer using database, spreadsheet, email, and word processing software to perform essential job functions.
SUPERVISORY RESPONSIBILITIES: None.
Minimum Qualifications, Additional Requirements And Supervisory Responsibilities
These knowledge, skills, and abilities are usually, although not always, acquired through completion of a Bachelor's degree from an accredited college or university; three (3) years of professional-level human resources experience, to include human resources information systems; at least one year of Human Resources experience to include two (2) years of experience with applicant tracking systems and recruitment processes to include experience with workflow and security for Human Resources applications or related field. Equivalent combinations of education and experience will be considered.
Additional Requirements
- Must be available to work outside of normal working hours, including evenings and weekends as required.

Non-Uniformed NON-Union Eligible Full-Time Employees
Health Insurance (medical, dental, vision) - The City pays the eintire cost of employee only health insurance for the base plan. Higher levels of health coverage and dependent coverage is available at the employee's option; the City pays part of the cost of this additional coverage.
Life Insurance - The City pays the total cost of employee life insurance. Amount of coverage is one to three times salary, based on job classification.
Accidental Death and Dismemberment (AD&D) – The City pays the total cost for employee AD&D. Amount of coverage is one times salary.
Long-Term Disability – The City pays the total cost of long-term disability insurance. Amount of coverage is 60% of salary.
Retirement – Our 401a pension plan requires contributions by both the City and the employee.
Paid Time Off
Paid Time Off (PTO) Leave may be used for vacation, personal illness, funeral Leave/attendance, illness of a family member or other personal business.
Generous leave accruals with carry over capability.
Short-Term Disability Leave
Short-Term Disability (STD) can be used for extended personal illness requiring the employee to be absent more than three (3) days (with acceptable medical documentation).
All full-time non-uniformed non-union eligible employees earn STD at the rate of six (6) days per year.
After five (5) years of service, an employee will receive 2% of the STD account (maximum 1,000 hours) per years of service, upon termination of employment.
Longevity
Longevity pay will be paid at the rate of $4 per month for each year of service up to and including the fifth (5th) year and $6 per month for each year of service beginning at six (6) years and for each year thereafter.
