Portland Public Schools Oregon is seeking a Talent Acquisition Associate II to support high-volume, full-cycle recruiting for frontline employees and selected central office hiring needs. In this onsite role in Portland, you will partner with district teams to advise on recruiting matters, coordinate key steps in the hiring process, and help build candidate pipelines that support the district's education and equity initiatives.
Role Overview
Serve as a technical recruiting professional within the District's Talent Acquisition team, managing routine-to-complex talent acquisition duties with close-to-minimal supervision. The position supports the hiring of essential school-based operations including transportation, custodial, nutrition services, and other roles, while also contributing to broader talent acquisition initiatives for selected central office openings.
Key Responsibilities
- Provide technical human resources expertise to district and site administrators, managers, supervisors, and staff regarding talent acquisition recruitment matters.
- Interpret and explain rules, regulations, policies, procedures, unit contracts, and fringe benefits to prospective employees.
- In partnership with Workforce Management, consult with hiring managers and supervisors on methods for filling vacancies, including backfilling leaves of absences.
- Contact applicants to schedule interviews; verify applicant eligibility; notify candidates of selection and non-selection decisions; process initial hiring materials including job and salary offers.
- Prepare temporary, special, and other employment contracts for teachers and administrators.
- Collaborate with Workforce Management and other HR teams to design and conduct onboarding for new employees.
- Review employment applications and screen for minimum qualifications, credentials, completeness, and related information.
- Counsel prospective candidates about regular, temporary, substitute, and summer employment opportunities, including hiring procedures and salary and benefits questions.
- Develop expertise and recruitment strategies for multiple employment types, including regular, limited-term, temporary, substitute, and summer school roles, such as composing and placing advertisements, exploring social media, and building networks with other agencies.
- Coordinate, host, and attend District-sponsored job fairs, career days, and similar events.
- Provide consultation on recruitment methods across employee groups (senior leadership, classified, licensed, non-represented, substitute, and more), considering postings against candidate pools and related factors.
- Update and monitor HR-approved social media and inter/intranet sites related to recruitment activities.
- Research resources and partnerships that support a highly qualified, diverse candidate pool reflecting the PPS community and student populations.
- Assist in compiling, verifying, and reviewing recruitment and selection data, and prepare reports to meet Equal Employment Opportunity Commission, Bureau of Labor and Industries, and other District, local, state, and federal employment requirements.
- Demonstrate commitment to the Portland Public Schools Equity Initiative by applying the district Racial Educational Equity Policy and other board policies, participating in diversity, equity, and inclusion staff development, modeling appropriate behaviors, and recommending HR practice improvements.
- Collaborate with Workforce Management to implement streamlined processes and workflow improvements and share information to support talent acquisition and workforce management activities.
- Represent the District at meetings, workshops, colleges, universities, career centers, and job fairs to promote employment opportunities.
- Keep current on changes and trends in human resource administration and technologies through in-services, conferences, and workshops.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor's degree in human resources, business administration, public administration, psychology, sociology, law, or a related field.
- Minimum of two (2) years of experience in full life-cycle recruitment activities in a high volume, quick turnaround environment, or one (1) year of experience as a Talent Acquisition Associate I.
- Experience in a K-12 public school district or public agency is desirable.
- Directly related experience performing full scope and life-cycle employment staffing activities may substitute for the required Bachelor's degree on a year-for-year basis.
- Some positions may require use of a personal automobile and possession of a valid driver's license.
- Work hours will vary, including out-of-town travel and evening and weekend attendance at job fairs and career day events.
