Job summary

Portland Public Schools seeks an experienced HR professional to support district talent management through full-cycle workforce management, staffing, and onboarding aligned with racial equity initiatives. You will advise on workforce actions, lead onboarding, and ensure compliance.

The role requires a bachelor’s degree in HR or related field and 2+ years of full life-cycle staffing in a fast-paced environment.

Qualifications

  • Bachelor's degree in human resources, business administration, public administration, psychology, sociology, law, or related field.
  • Two years of full life-cycle workforce management and staffing experience in a high-volume environment.
  • Experience in K-12 public school districts or public agencies is desirable.

Job description

Support District talent management through full-cycle workforce management, staffing, and onboarding aligned to Portland Public Schools racial equity initiatives.

Responsibilities
  • Provide technical HR expertise to district and site administrators, managers, supervisors, and staff on workforce management and staffing topics.
  • Interpret and explain rules, regulations, policies, procedures, unit contracts, and fringe benefits.
  • Assist in resolving unique issues involving district employees, management, and the public.
  • Partner with Talent Acquisition to consult with hiring managers and supervisors on vacancy-filling methods, including backfilling leaves of absence.
  • Ensure employees maintain mandated licensures, credentials, and fingerprint clearances.
  • Authorize fingerprinting for potential employees and notify departments of clearance status.
  • Process employment actions and supporting materials, including:
    • Full-time equivalency (FTE) changes
    • Transfers of assignments
    • Promotions
    • Terminations
  • Prepare temporary, special, and other employment contracts for teachers and administrators.
  • Advise current employees on employment actions and impacts, including transfers, FTE changes, benefits impacts, and available leave options.
  • Lead onboarding for new employees, including development of new employee information packets with District and required government forms.
  • Conduct onboarding sessions for new hires, including completing required pre and post-employment documents (example: I-9 documentation, fingerprint authorizations, employment applications) in accordance with local, State, and federal laws, Board policies, and department procedures.
  • Complete off-boarding activities by processing separation paperwork and working with supervisors to ensure separation procedures are followed.
  • Develop expertise in interpreting HR rules and benefits and apply judgment to routine-to-unique workforce management problems.
  • Coordinate and/or assist summer school assignment processes, including receiving applications, confirming requirements are met, notifying candidates of selection and non-selection, and completing employment processes and forms.
  • Compile, verify, and review workforce management data; prepare reports to meet Equal Employment Opportunity Commission, Bureau of Labor and Industries, and other District, local, state, and federal employment requirements.
  • Apply and build expertise in the District Racial Educational Equity Policy and other Board policies as part of the Portland Public Schools Equity Initiative.
  • Participate in staff development, in-services, and training related to diversity, equity, and inclusion in the workplace and in K-12 education; model appropriate behaviors and contribute to improvements in HR practices.
  • Collaborate with Talent Acquisition to implement streamlined processes, identify process improvements, and share information that supports prospective and current employees.
  • Lead and support annual staffing processes for classified, licensed educators, administrators, and non-represented employee groups, including counseling supervisors on required processes and paperwork submission.
  • Lead analysis and determination of seniority for layoff and bumping across employee groups, including building and maintaining seniority lists and supporting recall and return to appropriate FTE.
  • Participate in and lead notification documentation and procedures for affected staff as appropriate to the classification.
  • Assist with and/or lead development, review, and revision of assigned department web pages and HR written policies and procedures.
  • Represent the District at meetings, workshops, colleges, universities, career centers, and job fairs to promote employment opportunities.
  • Stay current on HR administration changes and technology by attending in-services, conferences, and workshops.
  • Perform other duties as assigned.
  • Serve as the professional-level lead for full-cycle workforce management and staffing needs for any and/or the entire employee workforce in the District.
Requirements
  • Bachelor's degree in human resources, business administration, public administration, psychology, sociology, law, or a related field.
  • Minimum two (2) years of experience in full life-cycle workforce management and staffing in a high volume, quick turnaround environment.
  • Alternative: one (1) year experience as a Workforce Management Associate I.
  • Experience in a K-12 public school district or public agency is desirable.
  • Directly related full life-cycle employment staffing experience may substitute for the Bachelor’s degree on a year-for-year basis.
  • Some positions may require use of a personal automobile and a valid driver’s license.
  • Work hours may vary, including out-of-town travel and evening and weekend attendance at job fairs and recruitment events.

  • Recruitment and selection strategy development, including creative job announcements, sourcing diverse candidate pools, and creating networking opportunities.
  • Apply theory and best practice techniques of job analysis to selection processes.
  • Produce professional-level work with self-starter initiative and creative energy.
  • Maintain effective and professional relationships; provide technical HR expertise and policy/procedure interpretation.
  • Advocate, model, learn, and implement Portland Public Schools Racial Equity Initiative and other Board policies.
  • Handle multiple routine-to-complex duties with constantly changing priorities and deadlines.
  • Customer service orientation; maintain confidentiality and exercise discretion, initiative, and good judgment.
  • Deliver services and program activities efficiently and timely.
  • Stay current on laws, practices, and K-12 public education HR and talent acquisition and management trends.
  • Learn and use technologies such as Google suite, Smartsheets, and applicant tracking systems.
Working Conditions
  • Primary work in a standard office environment with public contact and frequent interruptions.
  • Potential conflict situations.
  • Physical ability and mobility required for office setting tasks, including operating office equipment, sitting/standing, kneeling, bending, reaching, and lifting/carrying office equipment and supplies up to 25 pounds.
