The Department of Natural Resources, Support Services Division, is recruiting for multiple Human Resource Technician 2s in Juneau
This position is open to Alaska Residents only.
What You Will Be Doing
- Processing personnel actions and timesheets: You will review and enter a broad range of personnel actions in IRIS across multiple bargaining units, ensuring accuracy and compliance with applicable rules and statutes, before submitting them to your supervisor for certification. You will also review, work on, and certify biweekly timesheets covering all types of pay and leave.
- Owning timesheet and payroll processing: You will receive, calculate, code, and certify bi-weekly payroll, including timesheets, leave, overtime, premium pay, late adjustments, and final pay for terminations and seasonal leave without pay — ensuring accuracy and compliance with CBAs, FLSA, and state payroll policy every pay period.
- Conducting payroll and leave audits: You will research and complete audits of pay and leave discrepancies, process Notice of Pay Problem (NOPP) research assignments, calculate retroactive adjustments, and coordinate with the Division of Finance and departmental staff to resolve errors accurately and on time.
- Communicating proactively with clients: You will serve as a responsive, solutions-focused point of contact for administrative staff, timekeepers, and employees — explaining payroll procedures, counseling on pay and leave questions, and working to prevent issues from escalating into formal grievances or NOPPs.
- Supporting team operations: You will contribute to standard operating procedures, assist with end-of-year actions and mass processing tasks, and serve as a trained backup for Emergency Firefighter (EFF) payroll processing — helping build a unit that is accurate, consistent, and resilient.

Minimum Qualifications
Six months of entry technical level experience in human resource work equivalent to a Human Resource Technician 1 with the State of Alaska or the equivalent elsewhere.
Substitution: Graduation from high school or the equivalent and one year of advanced clerical experience.
Substitution: One year of postsecondary education (32 semester hours or 48 quarter hours from an accredited college or university equals one year) in any field.
Special Note
High school graduation "equivalent" means one of the following: 1) a G.E.D (i.e. passing the General Educational Development test).; 2) completion of any basic adult education course of 480 class hours (16 weeks at 30 hours per week); 3) six months of work experience performing duties related to office or clerical support; 4) twelve months of work experience involving some routine tasks related to office or clerical support; 5) highest grade of school completed plus any kind of work experience that totals 12 years or more; or 6) acceptance for admission in full standing by an accredited college or university.
"Human resource" work includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll, or employee or labor relations.

SPECIAL NOTICE
The State of Alaska is realigning payroll services by decentralizing payroll functions for seven (7) departments, including the Department of Natural Resources. The incumbent of this position will initially be appointed in the Department of Administration, Division of Finance, and may initially be located within the Department of Administration. The position will transfer effective July 1, 2026.
