Responsibilities

  • Provides reports or briefings outlining findings and suggested methods.
  • Briefs Directorate representatives to explain HR issues and solicit feedback.

The Air Force Civilian Service (AFCS) is looking for a Human Resource Liaison NH-0343-03 to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson AFB.

Primary Purpose

To serve as a Management Analyst with responsibility for supporting the human resources program for the Directorate and other supported offices, which includes civilian personnel, military personnel, and manpower.

Major Duties
  • Assesses the organization and other supported offices to determine long-range functional manning requirements. Based upon knowledge of projected technological and program changes within the Directorate and other supported offices, assures that human resource support capability is maintained through effective recruitment and utilization of personnel involved in the various disciplines of the organization.
  • Advises management on plans and strategies developed to alleviate human resource shortfalls within the Directorate and other supported offices, and makes recommendations to supervisor on long-range organizational structural improvements to cover such adjustments. Briefs management officials on proposed changes.
  • Maintains surveillance for the Directorate and other supported offices by studying workload surveys and evaluating and analyzing the disciplines and related specialized skill requirements for changing programs and missions of the Directorate and other supported offices.
  • Conducts human resource management studies with major emphasis on organizational analyses. Based upon findings, identifies problems; and recommends approval or disapproval of alternatives offered by Directorate and other supported office's management officials. Proposes conciliatory approaches to officials opposed to options.
  • Integrates long-range manning requirements with current organizational structures and changed support responsibilities to assure that needed capability is available when required.
  • Evaluates and recommends programs and processes to achieve strategic goals and objectives.
  • Recommends and implements new policies, practices, and procedures that provide responsive direction to Directorate and other supported offices.
  • Advises on methods and procedures to achieve human resource goals relating to such interactive variables as mission requirements, funding, manpower constraints, civilian and military personnel constraints, statutory requirements, and organic capabilities.
  • Develops and recommends effective human resource objectives to achieve an effective, efficient organizational posture.
  • Leads or participates in studies, projects, or evaluations involved in integrating total human resources, plans, and programs.
  • Participates in special initiatives, projects, and reviews applying analytical skill and expertise to improve processes for the Directorate and other supported offices.
  • Analyzes plans and requirements in accomplishing special taskings and projects in meeting operation mission objectives and goals.
  • Provides reports and/or briefings outlining findings and suggestions to implement integrated methods and solutions.
  • Briefs representatives of the Directorate other supported offices for the purpose of explaining human resource issues, soliciting support, and encouraging feedback and suggestions to improve human resource management.
Knowledge, Skills and Abilities (KSAs)
  • Knowledge of analytical and evaluative methods and techniques to apply to issues or studies concerning the efficiency and effectiveness of Directorate and other supported offices operations.
  • Knowledge of the mission, major issues, program goals and objectives, work processes, and operations of the Directorate and other supported offices and Air Force Life Cycle Management Center (AFLCMC).
  • Knowledge of management and organizational principles and practices along with a knowledge of human resource functions. e.g., civilian personnel, military personnel, and manpower, to develop and implement integrated approaches and solutions to significant human resource concerns and issues.
  • Skilled in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity.
  • Ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but is the best solution to achieve overall Directorate, other supported offices, and AFLCMC goals.
  • Ability to utilize the Virtual Human Resource (VHR) and other data systems to develop reports and analyze human resource information necessary for strategic workforce planning.
