Job summary

The State of Idaho Division of Human Resources is seeking a Human Resource Business Partner III based in Boise to deliver integrated HR solutions for the Idaho Transportation Department. This classified position operates under DHR leadership and supports complex HR functions in district operations.

Responsibilities include employee relations, recruitment, classification and compensation analysis, policy interpretation, training, and investigations.

Qualifications

  • Knowledge of human resource administration and EEO concepts.
  • Experience analyzing HR problems and providing solutions.
  • Experience resolving complaints and providing HR consultation.
  • Knowledge of recruitment methods and test validation.
  • Knowledge of training, benefits, supervisory methods, and compensation evaluation.
  • Experience with HRIS and data reporting.

Responsibilities

  • Lead processes in areas such as employee relations, civil rights, recruitment, classification, and/or compensation.
  • Develop and interpret policies; recommend changes.
  • Analyze HR data to identify trends and improve performance.
  • Collaborate with management to improve relationships, morale, productivity, and retention.
  • Conduct job analyses and advise on organizational structure changes.
  • Provide HR guidance and resolve complex issues.
  • Respond to complaints and conduct investigations.
  • Provide HR training and presentations; facilitate due process.
  • May lead staff and supervise assigned tasks.

By joining the DHR team, you would serve as a trusted Human Resource Business Partner III, providing integrated and innovative human resources solutions for The Idaho Transportation Department. This classified position will operate under the guidance of DHR leadership and will be located at The Idaho Transportation Department, District 3, in Boise, Idaho.

Performs a full range of advanced professional human resource services in leave administration, medical accommodations, classification, compensation, recruitment, training, policy and procedure, employee relations and performance management. This position may provide support to multiple agencies.

Responsibilities:
  • Leading processes and resources within area(s) of expertise such as employee relations, civil rights, recruitment, classification and/or compensation;
  • Developing, recommending changes and providing guidance on interpretation and application of policies and procedures;
  • Completing complex analyses of HR data to identify key trends and recommends changes to improve performance of operations;
  • Collaborating with management and employees to improve work relationships, build morale, and increase productivity and retention;
  • Performing job analyses and making recommendations for organizational structure changes;
  • Providing advice and guidance on various HR topics and resolving complex issues;
  • Responding to complaints and conducting thorough and objective investigations;
  • Conducting training and presentations on HR related topics;
  • Facilitating due process and problem solving;
  • May include performing leadwork/supervisory duties to include work assignment, direction, and monitoring of staff.
Minimum Qualifications:

Good knowledge of:

  • Human resource administration
  • Equal employment opportunity concepts and legal requirements

Experience:

  • Analyzing human resource management problems and developing alternatives and recommendations
  • Participating in resolving complaints
  • Providing human resource consultation to management and administrators

Considerable knowledge of:

  • Recruitment methods and strategies;
  • Test development and validation methods and procedures

Good knowledge of:

  • Training methods;
  • Employee benefits program administration;
  • Supervisory methods;
  • Employee compensation evaluation

Experience:

  • Performing job analysis and developing classification recommendations;
  • Gathering and analyzing data and developing reports based on the information;
  • Working with Human Resource Information Systems (HRIS);
  • Developing and providing training
