Job summary

The Commonwealth of Pennsylvania’s Department of Military and Veterans Affairs seeks a Human Resource Analyst 2 to support labor and employee relations at Southwestern Veterans' Center. This role guides supervisors, improves processes, and ensures fair application of policies while addressing workplace concerns with care.

Responsibilities include supervising timekeeping staff, managing leave and payroll issues, handling grievances, and coordinating with unions to maintain positive working

Qualifications

  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration)
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree
  • An equivalent combination of experience and training.

DESCRIPTION OF WORK

This position supports the veterans home by managing employee relations and labor relations activities for multiple unions. It plays a key role in guiding supervisors, improving processes, and helping maintain fair and consistent workplace practices. As a Human Resource Analyst 2, you will perform the following duties:



  • Staff Oversight: Supervise timekeeping staff, as well as support accurate time and leave processes

  • Leave Management: Review leave procedures, resolve payroll issues, and train supervisors on leave policies

  • Discipline Coordination: Conduct investigations, review incidents, and guide supervisors through disciplinary steps

  • Grievance Handling: Research cases, prepare responses, and represent management in discussions with unions

Work Schedule and Additional Information:


  • Full-time employment

  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.

  • Telework: You will not have the option to telework in this position.

  • Salary:In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

Minimum Experience and Training Requirements:


  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration) ; or

  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or

  • An equivalent combination of experience and training.

  • You must be able to perform essential job functions.


Legal Requirements:


  • A conditional offer of employment will require a medical examination.

  • This position falls under the provisions of the Older Adult Protective Services Act.

  • Under the Act, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.
