Job summary

Qualifications

  • Two years of analytical experience with one year in professional HR or equal opportunity, plus a bachelor’s degree.
  • Equivalent combination of experience and training may satisfy requirements.

  • Leave Management: Review leave procedures, resolve payroll issues, and train supervisors on leave policies.
  • Discipline Coordination: Conduct investigations, review incidents, and guide supervisors through disciplinary steps.
  • Grievance Handling: Research cases, prepare responses, and represent management in union discussions.
  • Labor Meetings: Facilitate meetings with union representatives, prepare packets, and maintain positive working relationships.
  • Policy Guidance: Interpret contract language and policies and respond to employee inquiries.

This position supports the veterans home by managing employee relations and labor relations activities for multiple unions. It plays a key role in guiding supervisors, improving processes, and helping maintain fair and consistent workplace practices. As a Human Resource Analyst 2, you will perform the following duties:

  • Staff Oversight: Supervise timekeeping staff, as well as support accurate time and leave processes
  • Leave Management: Review leave procedures, resolve payroll issues, and train supervisors on leave policies
  • Discipline Coordination: Conduct investigations, review incidents, and guide supervisors through disciplinary steps
  • Grievance Handling: Research cases, prepare responses, and represent management in discussions with unions
  • Labor Meetings: Facilitate meetings with union representatives, prepare packets, and maintain positive working relationships
  • Policy Guidance: Interpret contract language and policies and respond to employee inquiries

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:You will not have the option to telework in this position.
  • Salary:In some cases, the starting salary may be non-negotiable.

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Human Resource Analyst 1 or Equal Opportunity Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience that includes one year of professional human resource or equal opportunity experience, and a bachelor’s degree; or
  • An equivalent combination of experience and training.

  • You must be able to perform essential job functions.
Legal Requirements:
  • A conditional offer of employment will require a medical examination.
  • This position falls under the provisions of the Older Adult Protective Services Act.
    • Under the Act, a conditional offer of employment will require submission and approval of satisfactory criminal history reports, including but not limited to, PA State Police and FBI clearance.
