THE POSITION

The Human Resource Office for General Government is offering an exciting opportunity to grow your skills as a Human Resource Analyst 1. This role allows you to support important employee relations work that helps maintain fairness and clear communication across many offices. You will have a chance to collaborate with leaders and staff to help resolve issues and strengthen workplace practices. This position provides a meaningful way to support employees while expanding your human resources knowledge.

DESCRIPTION OF WORK

This position supports employee relations activities by helping investigate concerns, review workplace issues, and guide managers on policies and procedures. It also assists with performance management, unemployment claims, and the State Employee Assistance Program (SEAP). As a Human Resource Analyst 1, you will perform the following duties:

  • Case Review: Examine grievances and related information to support consistent responses
  • Information Gathering: Collect facts needed for investigations and analyses
  • Appeal Support: Assist agency attorneys with Civil Service appeals, Human Relations Commission complaints, and Equal Employment Opportunity Commission complaints
  • Contract Application: Learn how to apply provisions of contracts, memoranda of understanding, side letters, and local agreements
  • Agreement Assistance: Help review or develop proposed Local Agreements for offices, boards, councils, or commissions
Work Schedule and Additional Information
  • Full‑time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30‑minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part‑time. You will be required to report in‑office 2 days per week. In order to telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Required Experience, Training & Eligibility
QUALIFICATIONS
Minimum Experience and Training Requirements
  • Successful completion of the Human Resource Management Trainee program (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); o r
  • One year of paraprofessional analytical experience and a bachelor’s degree; or
  • An equivalent combination of experience and training.
