Job summary

Commonwealth of Pennsylvania in Harrisburg seeks a Human Relations Representative 1 to investigate discrimination complaints and conciliate cases under the Pennsylvania Human Relations Act.

The role includes reviewing complaints, conducting interviews, gathering evidence, coordinating with legal staff, and guiding discussions toward resolution. Full-time with telework up to three days weekly; hours 8:00 AM–4:00 PM, Mon–Fri.

Qualifications

  • Bachelor’s degree with 12 credits in human resources, civil rights, social justice, public policy or related field.
  • 1 year of investigative or civil rights work or trainee experience.
  • Equivalent combination of training and experience with 12 college credits in related fields.

Responsibilities

  • Review complaints and draft initial complaints of discrimination.
  • Conduct interviews and fact-finding conferences to gather evidence.
  • Prepare investigative summaries and coordinate with legal staff.
  • Facilitate settlements and monitor case deadlines.
  • Manage case files and ensure documents are timely submitted.

Job description

If so, apply for this Human Relations Representative 1 position with the Human Relations Commission Regional Office in Harrisburg. This role is responsible for uncovering key facts and working with others to achieve conciliation and equality. We welcome you as a potential member of our team to help address discrimination and protect all people in our state by ensuring their equal civil rights under the law.

This position enforces the provisions of the Pennsylvania Human Relations Act by investigating and conciliating complaints of discrimination primarily in employment and public accommodations alleged to have occurred because of a protected class such as race, color, sex, national origin, ancestry, religious creed, age, familial status, disability, and/or retaliation. As a Human Relations Representative 1, you will perform the following duties:

  • Complaint Review: Analyze and draft complaints of alleged discrimination primarily in employment and public accommodations
  • Fact Finding: Conduct interviews and lead conferences to explore allegations, uncover key details, and assess jurisdiction
  • Investigation Work: Prepare data requests, analyze evidence, and complete thorough investigative summaries
  • Settlement Facilitation: Communicate settlement proposals between parties and help guide discussions toward resolution
  • Case Management: Monitor deadlines, manage case files, and ensure necessary documents are submitted within required timeframes
  • Legal Coordination: Partner with legal staff to provide information or receive guidance and approval for further actions in cases that do not settle

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework:You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
