Job summary

Commonwealth of Pennsylvania seeks a Human Relations Representative 1 in the Pittsburgh Regional Office to investigate discrimination complaints, primarily in employment and public accommodations, and to support enforcement of the Pennsylvania Human Relations Act.

You will perform case investigations, record management, fact analysis, settlements, and documentation while coordinating with the Legal Department and testifying when required. Telework may be available part-time under PA guidelines.

Qualifications

  • One year as a Human Relations Representative Trainee or equivalent Federal/ Commonwealth experience with investigative duties.
  • Bachelor’s degree with 12 credits in HR, civil rights, social justice, public policy or related field or an equivalent combination.
  • Experience gathering evidence, interviewing, and reporting investigative findings is required.

  • Manage records, request and receive source documents, track events and actions.
  • Conduct preliminary analyses to determine information needed for full investigations and jurisdiction.

  • Draft initial complaints, write settlement proposals, and prepare investigation reports and recommendations.
  • Support Legal Department by submitting documents and testifying when needed.

This Human Relations Representative 1 role with the Human Relations Commission, Pittsburgh Regional Office performs beginning-level investigatory and public contact work needed to support enforcement of the Pennsylvania Human Relations Act.

DESCRIPTION OF WORK

This position enforces the provisions of the Pennsylvania Human Relations Act by investigating and conciliating complaints of discrimination, primarily in employment and public accommodations, alleged to have occurred because of a protected class such as race, color, sex, national origin, ancestry, religious creed, age, familial status, disability, and/or retaliation. As a Human Relations Representative 1, you will perform the following duties:

  • Case Investigation: Review complaints of alleged discrimination, conduct interviews, and follow procedures to keep each case moving forward
  • Record Management: Communicate with involved parties to ensure all source documents are requested and received, ensure records are updated, and track all events and case actions
  • Fact Analysis: Conduct preliminary analyses to determine the information needed to complete a full investigation, assess jurisdiction, and identify complaints requiring priority investigations
  • Settlement Facilitation: Schedule and conduct conferences with involved parties to discuss complaint allegations, explore settlements possibilities, and answer questions about Commission procedures
  • Document Preparation Draft initial complaints, write settlement proposals, and prepare investigation reports and recommendations based on findings
  • Legal Team Support: Submit documents for Legal Department review and approval, help with issues of jurisdiction and timeliness, and testify at public hearings and civil proceedings when necessary

Work Schedule and Additional Information:
  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Required Experience, Training & Eligibility
QUALIFICATIONS
Minimum Experience and Training Requirements:
  • One year as a Human Relations Representative Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
