Virginia Housing Development Authority seeks a Sr. Program Officer to administer all aspects of program implementation, financial reporting, and budgeting for assigned funds.

The role supervises contract awards, program monitoring, construction activities, and HUD 811 compliance to ensure high standards across a portfolio of properties. The ideal candidate has extensive property management or housing compliance experience, strong organizational skills, and proficiency with cloud-based software

Qualifications

• Bachelor’s degree or equivalent work experience.
• Several years in a property management or housing compliance role.
• Ability to navigate software systems and cloud-based applications.
• Must inspect properties by navigating buildings, stairways and grounds.
• Strong organization, prioritization and attention to detail.

Responsibilities

Overview

Join Virginia Housing and help make a difference as a Sr. Program Officer.

This important role will be responsible for administering all aspects of program implementation, financial reporting, and budgeting for assigned programmatic funds. The role oversees contract awards, program monitoring, construction activities, and compliance with the HUD 811 Program regulatory requirements. The incumbent will manage a portfolio of complex properties, ensuring accurate financial reporting, budgeting, and adherence to program design and operational standards.

To be successful in this role you must possess:

• Bachelor’s degree, or equivalent work experience.


• Several years of experience in a property management or housing compliance role.


• Ability to navigate software systems and cloud-based applications


• Must be able to inspect the properties by navigating the buildings, stairways and grounds.


• Demonstrated organization and prioritization skills and proven attention to detail are essential


• Innovative problem-solving, negotiation and written & oral communication skills.

The ideal candidate would also have specific experience in the HUD 811 Program

This position will report to our Innsbrook office in Glen Allen, VA.

This position will close at midnight on 10/14/2026

Hiring Range: $82,000 – $111,000

A background and MVR check will be performed as a condition of employment.
