Job summary

NexTier Completion Solutions is seeking a District HSE Manager to supervise safety personnel across a district and ensure compliance with health, safety and environmental policies. You will guide management and staff to reduce injuries, incidents and environmental releases.

Responsibilities include developing programs, leading investigations, training staff, and coordinating with operations, vendors and regulators to standardize safety practices.

Qualifications

• Education: High School Diploma or GED.
• Experience: 2–4 years in HSE.
• Preferred: 5+ years HSE experience.
• Knowledge of OSHA, EPA, DOT regulations.

• Conducts safety and environmental assessments and inspections to promote compliance with regulations.
• Develops and communicates safety and environmental policies in field operations.
• Provides expertise in accident investigation and review boards to identify causes and corrective measures.
• Recommends accident reduction goals and strategies from available reports and statistics.
• Identifies training needs for the District and supports implementation of programs.
• Develops and conducts safety training sessions and drills to enhance safety knowledge.
• Promotes safety awareness and safe work habits across the district.
• Ensures compliance with drug screening policies including DOT FMCSA and non-DOT testing.
• Establishes communication with operations, vendors, and regulatory agencies.
• Audits training efforts for compliance with company guidelines.
• Performs other duties as assigned by supervisor.

This includes providing assistance and instruction to all levels of management, safety personnel and employees in their efforts to reduce the frequency and severity of personal injuries, motor vehicle accidents, property damage losses and environmental releases. The position audits the safety efforts of all areas in the District for standardization and implements the sharing of best practices. The position plans, develops, implements and monitors programs to ensure compliance with Company policies and procedures and all local, state and federal regulations.

Detailed Description

• Conducts safety and environmental assessments and inspection of records, equipment and facilities to promote compliance with safety regulations and recordkeeping requirements as established by the Company and/or local, state or federal laws.
• Develops, implements, and communicates Company safety and environmental policies and procedures in all areas of field operations.
• Provides expertise in accident investigation and review boards to assist in identifying the cause and corrective measures necessary to prevent recurrence.
• Recommends accident reduction goals and strategies from an analysis of available reports and statistics.
• Assists in identifying training needs for the District. Evaluates those training programs in place and assists in implementation of new programs.
• Develops, conducts and supports regularly scheduled safety training sessions to enhance.
• Safety-awareness and promote safe work habits.
• Ensures compliance with the Company's drug screening policies including DOT FMCSA and non-DOT drug and alcohol testing programs.
• Establishes and maintains a line of communication with operations management, customer vendors, educational institutions, professional organizations and applicable governmental agencies.
• Audits the training efforts of District HSE personnel for compliance with Company guidelines.
• Conducts training sessions on a scheduled basis to ensure proper and adequate trained workforce. Conducts drills to ensure understanding and comprehension of training.
• Performs and assumes other duties and responsibilities as may be required by immediate supervisor.

Job Requirements

Required Knowledge, Skills, and Abilities

• An understanding of all applicable government laws, regulations and reporting procedures such as OSHA, D.O.T., A.P.I., R.R.C., E.P.A. and D.O.E.
• Knowledge of the industry's safety, training and environmental concepts, standards and practices.
• A thorough knowledge of the techniques of accident investigation and loss control.
• A working knowledge of the oil well servicing industry and related equipment, materials and technology.
• A capability of developing programs and making presentations to employee groups.
• A knowledge of and ability to use Work Planning and Review Position Definition and Performance Review Systems.
• An understanding of basic management concepts, including Training, Goal Setting, Employee Selection, Benefits, Motivation, Communication, Delegation and Organization.

Language Comprehension

Must understand and speak English proficiently to issue, receive, and respond to safety and operations-related directions.

Minimum Qualifications

• Education: High School Diploma or GED.
• Experience: 2-4 years of HSE experience.

Preferred Qualifications

• Minimum of 5 years of experience in Health, Safety, and Environmental (HSE) roles

Physical Demands

• Sedentary Work: Exerts up to 10 pounds of force occasionally and/or negligible force frequently to lift, carry, push, pull, or move objects.
• Activities involve sitting most of the time, with occasional walking and standing.

Additional Details

This role requires adherence to safety protocols and the ability to manage schedules effectively in a dynamic environment. The HSE District Manager will also participate in training initiatives to support team growth and development.
