Job summary

HULK is seeking a Senior HSE Coordinator for our Houston facility to advance a culture of safety excellence across operations. • Experience conducting incident investigations and root-cause analysis.
• Experience with customer/contractor compliance systems (ISN, PEC/Safeland, Veriforce, Avetta).
• Experience with HSE program implementation, inspections, audits, risk assessments, and training.
• Environmental compliance experience preferred.
• CSP certification strongly preferred.
• ASP/CHST/OHST/GSP or similar certifications a plus.
• Valid driver's license and ability to travel.

The Senior HSE Coordinator responsible for advancing a culture of safety excellence through leadership, employee engagement, risk management, and continuous improvement. while serving as the primary HSE resource for the Houston facility. This position will operate with a high level of independence and work closely with site leadership, employees, and operations to promote a strong safety culture, identify and mitigate risk, and ensure compliance with applicable regulatory, company, and customer requirements. The position will also have primary administrative responsibility for maintaining customer and contractor compliance systems, including ISNetworld (ISN), PEC/Safeland, and similar platforms, which are critical to the company's ability to perform work in the field.

The successful candidate will be a technically knowledgeable and highly self-directed HSE professional who can build strong relationships with site leadership, influence safe behaviors, identify issues proactively, and independently execute HSE activities with limited direct oversight.

Responsibilities

• HSE Program Execution & Site Support
  • Serve as the primary HSE resource for the Houston facility and independently manage day-to-day HSE activities.
  • Build strong working relationships with site leadership, employees, and operations teams to promote HSE ownership and accountability.
  • Support the development, implementation, maintenance, and continual improvement of company HSE programs and initiatives.
  • Execute HSE programs and initiatives established by the HSE Manager and provide feedback regarding effectiveness and opportunities for improvement.
  • Promote a culture where safety, environmental stewardship, and risk-informed decision-making are integrated into daily work activities.
  • Provide guidance and practical support to employees and leaders regarding HSE requirements, policies, procedures, and safe work practices.
  • Identify potential hazards and proactively recommend and implement appropriate risk controls.
  • Facilitate hazard identification, risk assessments, workplace inspections, audits, and safety observations.
  • Support Management of Change (MOC) processes and other operational risk management activities.
  • Monitor site compliance with company HSE policies, procedures, and applicable regulatory requirements.
• Incident Investigation & Corrective Actions
  • Independently conduct investigations of incidents, injuries, near misses, property damage, environmental events, and other HSE-related incidents.
  • Gather and document relevant facts, interview involved personnel and witnesses, identify root and contributing causes, and develop appropriate corrective actions.
  • Submit investigations and significant corrective actions to the HSE Manager for review and approval to ensure they meet company expectations and standards.
  • Track corrective actions through completion and work with site leadership to ensure timely resolution.
  • Identify recurring trends and recommend improvements to prevent future incidents.
• HSE Metrics, Reporting & Continuous Improvement
  • Maintain accurate HSE records, reports, and documentation for the Houston facility.
  • Collect, maintain, and report HSE performance data and metrics.
  • Monitor leading and lagging indicators and identify trends, areas of concern, and opportunities for improvement.
  • Support the HSE Manager in developing enterprise HSE reporting and performance initiatives.
  • Provide recommendations based on site-level data and observations to improve HSE performance.
  • Track assigned HSE action items and provide status updates to the HSE Manager and site leadership.
• Environmental
  • Own the environmental aspects of HSE for the Houston facility.
  • Support compliance with applicable environmental laws, regulations, permits, company requirements, and customer expectations.
  • Identify and address environmental risks and potential areas of non-compliance.
  • Support environmental incident response, investigation, documentation, and corrective actions.
  • Maintain required environmental records and documentation.
  • Partner with site leadership and the HSE Manager on environmental compliance initiatives and improvements.
• Customer & Contractor Compliance
  • Serve as the primary administrative owner for customer and contractor compliance systems across the enterprise.
  • Maintain company profiles, requirements, documentation, and compliance status within systems including ISNetworld (ISN), PEC/Safeland, and similar customer qualification platforms.
  • Monitor customer-specific requirements and ensure required documentation remains current and available.
  • Coordinate required employee, contractor, training, certification, insurance, and other compliance documentation.
  • Monitor upcoming expirations and requirements and proactively address gaps to prevent interruptions to field operations.
  • Support customer prequalification and contractor compliance requirements.
  • Coordinate insurance certificates, workers' compensation documentation, and other required customer documentation.
  • Communicate compliance requirements and outstanding items to appropriate internal stakeholders.
  • Provide administrative support to ensure the company maintains the qualifications necessary to perform work for customers in the field.
• Training & Employee Engagement
  • Coordinate and deliver HSE training and communications for employees and leaders.
  • Support new-hire HSE orientation and ongoing workforce development.
  • Facilitate safety meetings, toolbox talks, and other HSE engagement activities.
  • Promote employee participation in hazard identification, safety observations, and other HSE initiatives.
  • Provide coaching and guidance to employees and leaders to reinforce safe work practices.
• Emergency Preparedness
  • Support emergency preparedness and response activities at the Houston facility.
  • Maintain and support emergency response procedures, plans, and documentation.
  • Participate in emergency drills and exercises as needed.
  • Support the response, documentation, and investigation of HSE-related emergencies.
• Regulatory & Compliance
  • Support compliance with applicable OSHA, EPA, DOT, and other federal, state, and local HSE requirements.
  • Maintain knowledge of applicable regulatory requirements and communicate relevant requirements to site leadership and employees.
  • Support regulatory inspections, audits, and requests for information.
  • Maintain accurate documentation to support regulatory and company requirements.
  • Provide recommendations to the HSE Manager regarding regulatory, operational, and compliance risks.
• HSE Manager Support
  • Serve as a key execution resource for enterprise HSE programs developed and managed by the HSE Manager.
  • Provide site-level insight and feedback to support the development and improvement of company HSE policies, programs, and procedures.
  • Independently execute assigned HSE initiatives and provide regular updates to the HSE Manager.
  • Escalate significant risks, incidents, compliance concerns, and other issues requiring management attention.
  • Perform other duties as assigned in support of organizational HSE objectives.

Qualifications

• Associate's degree in Occupational Safety, Environmental Health, Safety Management, Industrial Hygiene, or a related field required.
• Bachelor's degree in a related field preferred.
• Minimum of 3–5 years of progressive HSE experience, preferably in manufacturing, industrial, energy, oil and gas, or another high-hazard environment.
• Demonstrated ability to independently manage HSE responsibilities and work effectively with limited direct supervision.
• Experience conducting incident investigations and developing root-cause analysis and corrective actions.
• Experience with customer and contractor compliance systems such as ISNetworld (ISN), PEC/Safeland, Veriforce, Avetta, or similar platforms.
• Experience with HSE program implementation, inspections, audits, risk assessments, and employee training.
• Experience supporting environmental compliance preferred.
• CSP certification strongly preferred.
• ASP, CHST, OHST, GSP, or other relevant HSE certifications considered a plus.
• Valid driver's license with the ability to travel as required.

Physical Requirements

• Ability to perform work in both office and manufacturing environments.
• Ability to walk, stand, climb stairs and ladders, bend, stoop, kneel, and access production, warehouse, and maintenance work areas.
• Ability to occasionally lift and carry up to 25 pounds.
• Ability to wear required personal protective equipment (PPE) and comply with site-specific safety requirements.

Ability to work in varying indoor and outdoor conditions, including exposure to noise, temperature fluctuations, and manufacturing-related hazards.
