Job summary

Qualifications

  • Bachelor’s degree or higher required.
  • Four years HR experience, or three years plus a statewide HR certification.
  • Three years SME experience for inquiries and challenges.
  • Two years developing and evaluating HR policies and procedures.
  • Two years supervising staff.
  • Two years establishing goals aligned with the organization’s mission.
  • Six months’ HR operations planning and implementation.

Job description

The State of Delaware is seeking a Human Resource Administrator to serve as a Human Resources Business Partner (HRBP) for one or more state agencies. In this onsite role based in Delaware, you will partner with agency leadership to help shape and deliver strategic human resources priorities, acting as a liaison between the Department of Human Resources and assigned agencies.

Working across DHR locations in New Castle and Kent Counties, this position includes travel between locations and involves a mix of advisory work, analysis, compliance support, and HR operations support.

What you'll do
  • Provide guidance, direction, and recommendations to employees and management using findings, rules, regulations, policies, guidelines, and precedents relevant to assigned human resources areas.
  • Perform professional HR work as a specialist in one or more HR functions, or as a generalist covering all HR functions for one or more assigned agencies, depending on agency size and operations.
  • Apply, explain, and help ensure compliance with state and federal HR laws, including rules, regulations, standards, policies, and procedures.
  • Analyze inquiries, needs, and challenges; assess organizational impact; evaluate options; and deliver recommendations.
  • Explain and support human resources related actions and recommendations for assigned agencies.
  • Identify and report workplace risk management issues to leadership, such as safety and health concerns.
  • Research and evaluate information from multiple sources and document findings in narrative and statistical reports.
  • Use automated human resources information systems and other computerized systems to research and report data, and may perform quality reviews of data within systems.
  • Conduct special assignments and studies.
  • Participate in interviews, meetings, conference calls, and/or presentations.
  • When needed, calculate and resolve discrepancies and report data for an agency's payroll.
Required education and experience
  • Possess a Bachelor's degree or higher.
  • Meet one of the following experience pathways:
    • Four years of professional human resources experience.
    • Three years of professional human resources experience AND a Statewide Human Resource Certification or a professional human resource certification.
  • Three years of experience providing subject matter expertise to employees and/or management on inquiries and challenges in assigned HR function(s).
  • Two years' experience developing and evaluating HR policies and procedures.
  • Two years' experience in staff supervision, including planning, assigning, reviewing, and evaluating the work of others.
  • Two years' experience establishing goals, objectives, and priorities aligned with an organization’s overall mission.
  • Six months' experience in human resource management that includes planning, organizing, coordinating, and implementing HR operations for at least one HR function.
