Title: Federal Staffing Specialist (Recruitment and Staffing)
Location: Washington, DC (On-Site Position)

As a Federal Staffing Specialist (Recruitment and Staffing), you will perform a full range of staffing and placement duties in support of federal hiring programs. Responsibilities include, but are not limited to, the following:
Recruitment & Job Analysis
- Conduct job analyses (JA) to identify core competencies, KSAs, and qualification requirements for a wide range of federal positions.
- Develop and update crediting plans, assessment tools, and job questionnaires (JA/CP) to ensure valid, merit-based evaluation of applicants.
- Collaborate with hiring managers to determine recruitment strategies, position requirements, and appropriate hiring authorities.
Announcement Development & DE Staffing
- Prepare and post vacancy announcements in USA Staffing/USAJOBS in accordance with Delegated Examining (DE) regulations, OPM qualification standards, and agency policy.
- Review and adjudicate minimum qualifications, specialized experience, and eligibility requirements for applicants under DE and merit promotion procedures.
- Apply OPM and agency guidance and Veterans’ Preference requirements when reviewing DD-214s to adjudicate Veterans’ Preference, including completion of the appropriate Veterans’ Preference worksheet for each applicant claiming preference.
- Apply knowledge of priority placement and eligibility programs, including ICTAP, CTAP, and RPL, to adjudicate applicant eligibility.
- Update applicant eligibility in USA Staffing and document detailed qualification analysis notes so that a third party can clearly understand how each applicant was assessed, including appropriate Notice of Results (NOR) message codes.
- Apply Superior Academic Achievement (SAA), when applicable.
- Review college transcripts to determine whether applicants meet OPM basic education requirements and applicable qualification standards.
- Review Standard Form 50 (SF-50) documentation to determine applicant status and eligibility for competitive and noncompetitive consideration.
- Work effectively in a fast-paced, high-volume environment with short turnaround times and shifting priorities.
- Utilize USA Staffing to create applicant lists based on competitive and noncompetitive eligibility filters.
- Determine Time-in-Grade requirements and applicant eligibility.
- Issue referral certificates and provide subject-matter guidance to selecting officials throughout the hiring process.
Onboarding & Placement
- Coordinate onboarding activities for new hires, ensuring timely completion of pre-employment requirements, security forms, and personnel actions.
- Prepare and process a full range of personnel actions (SF-50s) related to appointments, conversions, promotions, and other staffing actions.
- Provide guidance to employees and managers on federal employment policies, benefits, and onboarding procedures.
Non-Routine & Complex Staffing Actions
- Execute non-routine staffing actions, including:
- Time-limited promotions and temporary assignments
- Career ladder promotions
- VRA and other special hiring authority conversions
- Reinstatements, reassignments, and changes to lower grade
- Interpret and apply federal HR laws, regulations, and OPM guidance to ensure compliance in all staffing decisions.
Advisory & Program Support
- Serve as a technical advisor to managers on recruitment strategies, hiring flexibilities, and workforce planning.
- Ensure all staffing actions comply with merit system principles, DE regulations, and applicable policies.
- Maintain accurate documentation and case files to support audit readiness and accountability requirements.
Required Experience
- Minimum of five (5) years of experience as a Federal Staffing Specialist.
- Current Delegated Examining (DE) Certification.
